Research On The Current Status Of The Aged Caring Institution In Beijing

The degree of aging of population is very high in Beijing. According to statisticsfrom the National Committee on Aging (2006), the aging degree of Beijing is muchhigher than that of the national average，locating in front row. The amount of elderlypopulation is huge. The trend of population aging develops rapidly, both thepopulation aging and the aging are growing synchronously. The elderly populationcardinal number is large, growth rate is rapid, featured with aging and empty nest. Atthe end of2011, the amount of census register population above60years old is2479000, accounting for19.4%of the total population of the census. In2030it ispredicted that the resident population will be over5000000, about30%of the totalpopulation. With the economic development, social progress, change of views andlifestyle, the traditional family pension function is gradually weakening. It isparticularly important to scientifically plan the eldercare agency, to achievestandardized construction of eldercare institutions, and to effectively use all kinds ofresources of eldercare and nursing facility. As a social service system for the aged inpart, Pension institutions gradually highlights the important role of. Pensioninstitution is a endowment place where the old people are cared for. It is particularlyimportant to scientifically plan the eldercare agency, to achieve standardizedconstruction of eldercare institutions, and to effectively use all kinds of resources ofeldercare and nursing facility.【Objective】In order to provide scientific basis for government to make eldercareand nursing service policy, to plan the distribution of pension facilities, eldercareand nursing facilities registered in Beijing city which are in normal operation wereinvestigated. Information of their nature and quantity, the number of beds, humanresources, whether holding disabled elder, whether equipped with the assistive devices were researched and analyzed. The aim of the investigation is to grasp thesituation of the present pension institutions, analyse existing problem, makesuggestion for the future development of old-age service policy and nursing facilitiesplanning.【Methods】Using the survey method, a questionnaire survey was conducted to349eldercare and nursing facilities which are registered in Beijing city and also innormal operation. Under the support of Beijing Social Administration VocationalCollege and Beijing Municipal Civil Affairs Bureau, a unified formula of “Beijingcity pension institution status questionnaire2012” was design by the author. Thequestionnaire paper was given to eldercare and nursing facilities by the BeijingMunicipal Civil Affairs Bureau. They were filled in by the responsible person of thefacilities. The investigation content included the host unit, location, number, age andeducation of nurse managers and staff beds, stop the disabled elderly, technical aidsand so on Epidata3.1software was used to establish database, SPSS13.0statisticalsoftware is for data processing, the descriptive statistical analysis method andchi-square test were used for statistical analysis.【Results】This survey investigated a total of349nursing institutions. Thegovernment pension institutions138, accounting for39.5%of the total number ofinstitutions, social pension institutions211, accounting for60.5%of the total numberof institutions; stop the disabled elderly pension institutions244, accounting for70%of the total number of bodies, not stop the disabled elderly pension institutions105,accounting for30%of the total number of institutions; Beijing City million elderlypeople with nursing staff number is19; in the pension institutions have hundreds ofelderly nursing staff number15; Beijing city pension agency nursing staff average ageof43.9±7.8years, in4739employees pension agency nursing staff, undergraduateand above accounted for only1.2%, college5.5%, high school/secondary/high schooleducation accounted for26.8%, junior middle school and education accounted for66.5%; Beijing city pension agency hundred elderly has beds for3, the occupancy rateis48.5%, the fitting rat with technical aids is low and disequilibrium 【Conclusions】Beijing city pension facilities initially set up a basic pattern ofeldercare and nursing service. The number has reached a certain scale. The maininvestors trend to diversify. Even though, there are many problems that need to solve.They are shortage of endowment mechanism and beds, low ratio of occupancy, poorhuman resources, uneven level of facilities, extremely poor fitting and unbalancedservice of assistive device. According to the investigation some problem were found:(1) Diversity degree of invest body of pension institutions are insufficient,(2) Pensioninstitutions and beds are still in shortage,(3) Low occupancy rate,(4) Pensioninstitutions human resources are not optimistic,(5) Nursing facility level is uneven,(6)The assistive devices supplying rate is generally very low. There are severalsuggestions:(1) Encouraging diversified investment way of organising old-age caringinstitutions.(2) Reasonable space layout planning of old-age care institutions, securityendowment the effective allocation of resources.(3) Optimizing the pensionmechanism type structures, to meet the diversified demand of the aged.(4) ToStrengthen the pension service team construction and improve the level of nursingservice.(5) To promote old-age institutions standardization construction andimprove nursing facilities protection ability.
