Research On The Sanitation Work In The Rural Area Of Northeast Region In The Early Period After The Foundation Of New China

Because of the factors of geographical environment,social culture, governmentalissues,warfares, living conditions and economical conditions, the sanitation problemsseverely existed in the rural area of northeast region in the early period after thefoundation of new China.It showed concretely as followed:1. the lagging condition ofrural medical and health work;2.the serious problems of endemic and kinds ofepidemic diseases;3.the prevalence of pestilence;4.the lagging condition of maternityand child care service;5. the poor environment and individule hygiene and etc., whichcaused the high mortality rate of people and cattle, and people’s hard living condition.After the foundation of new China, according to the sanitation policy, made inthe First National Health Conference, the Northeast division of the People’sGovernment actively drafted regulations on health work and completed the ruralsanitation organizations and institutions. The policies included the orietation ofworkers, peasants and soldiers, the precautions, the combination of traditional Chineseand western medicine, health work and mass movement. During the vigorous revivaland production, the Northeast division of the People’s Government carried out thehealth publicity, the education, the precaution on the diseases of people and cattle, therenovation of environmental sanitation and the work of maternity and child care withfruitful efforts. The Government also put the mode of Rural Sanitation ExperimentalCounty into practice, which proceeded in the front of the rural sanitation worknationwide.For awaring the importance of the sanitation work in rural area andpersisting the “prevention first” basic policies, governments at all levels in northeastregion widely initiated publicity campaigns and tried to enhanced the awareness ofhealth among the peasants in a radical way. Meanwhile, the Government also set upand amplified the health organizations and service systems, and actively encouragedthe mass to connect the health work with living and production.The sanitationproblems on Northeast rural area had changed after years’efforts. People living in thearea changed their minds and habits. Great achievements, on medical condition,environmental condition, mortality of people and cattle, and maternity and child careservice, took place. Experience involved was accumulated, which provided refernce value on the rural health work of northeast region and the whole nation. Given this,the author, under the visual angles of rural construction and the improvement ofpeople’s livlihood, observed and analyzed the sanitation work in the rural area ofnortheast region in the early days after the foundation of new China, with masscollection of the relevant files, journals, governmental papers and memoirs, and theconnection of historical background. The thesis aims to sum up the historicalexperience, differentiating the laws of history and offering a consultation on solvingthe problems of modern agricultural, rural and peasants.Besides, it would be pleasantif the thesis can contribute to the modern history of Northeast China, the history ofChinese medicine and social history.
