The maternal and child health problem was striking before the founding of new China due to the factors such as feudalistic superstition, poor hygienic conditions and illiteracy. After the founding of new China, the Communist Party of China(CPC) and the government attached great importance to maternal and child health, proposing the "prevention-centered and treatment-assisted" policy. This policy suggests publicizing maternal and child health education extensively in close contact with the masses and building maternal and child health security organizations and service management institutions. This has effectively enhanced people’s health consciousness and facilitated the development of maternal and child health work in the early days of new China.Under the guidance of Marxist theory, this paper performs an in-depth study and analysis on the maternal and child health work in the early days of new China according to relevant literature and the then historical background.First, this paper elaborates on the basic situation of maternal and child health work in the early days of new China. As a consequence of the long-term exploitation and oppression of reactionary rulers during that period, people endured exceptional hardships in their life and faced extremely poor health conditions, which has led to the wanton spread of a variety of diseases and the particularly severe maternal and child health problems. The unscientific maternal health work, the long-term high morbidity, and the year-by-year increasing in the morbidity of children arising from the use of outdated delivery mode and nutritional imbalance have heavily worsened the situation of maternal and child health work and seriously impacted people’s normal life.Second, this paper explores the reasons for the maternal and child health condition in the early days of new China, including the prevalence of feudalistic superstition, poor health conditions, lack of maternal and health knowledge, shortage of the medical personnel for maternal and health work, and unsound maternal and child care institutions.Third, this paper expounds the policies and measures for improving the maternal and child health conditions in the early days of new China. These policies and measures mainly include making decisions about maternal and child health, enacting maternal and child health rules and regulations, establishing sound maternal and child health organizations and institutions, popularizing medical health knowledge, training maternal and child health workers, etc.Fourth, this paper elaborates on the performance of maternal and child health improvement in the early days of new China:(1) lower morbidity and mortality of women and children and largely improved sanitary conditions; and(2) overall popularization of scientific knowledge about maternal and child health and the sound basic physical therapy organizations and facilities.Fifth, this paper sums up the basic experience of maternal and child health work in the early days of new China:(1) the CPC’s and the government’s great concern for maternal and child health work and the extensive mobilization of the masses;(2) the significant effects of maternal and child health work achieved under the influence of the working concept that "gives priority to prevention and combines prevention with treatment" as well as the "people-oriented" working principle.
