Ming Dynasty is an important period of Yunyang area, society is undergoing profound changes, and faster economic development of cultural undertakings have made great progress, then laid the administrative division has continued ever since.In the the Yunyang area development process, the Ming government and local elites played a different, but very important role for the development of local contributions. This paper attempts to provide some useful lessons to the development of the region through the role of governments and local elite in Yunyang development, as well as the mutual relations of cooperation and conflict between them of.This article is divided into five parts. The first part introduces the background of Yunyang development, including the natural, historic environment and the government to establish the rule of order in the region. The Ming dynasty in the process of dealing with Jingxiang question of displaced persons, starting to build a more effective rule of Yunyang. Provides a solid political support for the development of Yunyang. The second part discusses the next government in the the Yunyang government development process from the political, economic, cultural, social and other aspects. Yunyang government set up to promote the development of the land, the Ming government to strengthen the political domination at the same time, vigorously develop economic and cultural undertakings, Yunyang the social outlook of a new look. The third part from the local elites from Yunyang development, the role of discourse to reveal the contribution of the local elite. Local elites by virtue of their position in local society, the use of its own political and economic strength, development and construction put into place in the the Yunyang region also played an important role in promoting. The fourth segment is outlined under the joint efforts of government and civil elite, Yunyang socio-economic and political development. The fifth part is to see the local elites on the side of harm to society and the Government’s suppression of the local elite forces.
