After the Revolution of1911, Chinese Political unrest.The mainland Japanese roninheaded by Kawasima Rousoku and some Army soldiers take occasion to this situation, Theycollude with the Zongshedang headed by Suqinwang, and the restoration forces of the southof Northeast China and east of Mongolia princes and dukes, the Mongolian Bandits,etc.Which are belong to the restoration force, Engineered the independent movement of the southof Northeast China and east of Mongolia. However, the twice independent movement of thesouth of Northeast China and east of Mongolia end of failure. The twice independentmovement of the south of Northeast China and east of Mongolia were not contingency, Theyhave deep origin. Overseas aggressive group’s the south of Northeast China and east ofMongolia aggression ideology provide ideological basis for the independent movement of thesouth of Northeast China and east of Mongolia. And the Japanese "Mainland Policy" promotethe twice independent movement of the south of Northeast China and east of Mongolia. Thispaper introduce the independent movement of the south of Northeast China and east ofMongolia through the complex international environment and the situation in China and Japan,And analysis of the failure causes of the independent movement of the south of NortheastChina and east of Mongolia. Occidental powers diverse and intervene to Japan, Thesuppression of the Government of Republic China, especially the resistance from the garrisontroops in northeast of China, The confliction between the Japanese Government and theJapanese Corps on the south of Northeast China and east of Mongolia Policy, The differenceson the agent relied on, Kawasima Rousoku’s personal factors and Zongshedang Factor, Allfactors Causing the failure of the independent movement of the south of Northeast China andeast of Mongolia. Through the study of the twice independent movement of the south ofNortheast China and east of Mongolia, We can not only spy into the machination of theindependent of the south of Northeast China and east of Mongolia, But also we can reveal theessence of Japanese inavding China.
