With the acceleration of global economic integration the depth and scope of China’s opening to the outside world has been constantly expanding. China is gradually becoming the magnetic field of world economy. There is an urgent need to the foreign trade personnel and newer and higher requirements to the overall quality of the foreign trade personnel. Therefore, it is necessary to cultivate a group of professional and skilled Business English talents with intercultural communication competence, who are proficient in English, are familiar with foreign trade process and master the regulations of international trade, to adapt the trend of foreign trade development. Higher vocational education is the main model of applied talents cultivation, then the function of higher technical and vocational college appears more important. Teaching is the base of talents cultivation, and course design is the base of teaching. Then the construction and development are directly related to the talents cultivation. So the design, the construction and the development of the course must take needs analysis as the base. According to the mission in "The State Council about Accelerating the Development of Vocational Education Decision", the16th document in2006"On Improving the Higher Vocational Education Quality of Teaching" and "Outline of the National Medium-and Long-Term Program for Education Reform and Development (2010-2020)" that "taking service as the aim, employment as the guidance, cultivation of students’professional competence as the core and practice as the mainline to implement the talents cultivation model of college-enterprise cooperation and working and learning combination", the author, by the way of designing questionnaires, investigates the students and the graduates of Business English from10higher technical and vocational colleges, the professional teachers from15higher technical and vocational colleges, and the leaders and the staff from26enterprises and companies, analyzes the course design of Business English, the students" comment on course design and course needs, the teachers’comment on course design, the graduates’comment on course design as "the social man" and the needs of the enterprises and the companies to the Business English graduates with literature research method, questionnaire method and inductive method, and summarizes the superiority and the inferiority of the current Business English. Based on the survey, the analysis and the principles of course construction, the author proposes the construction criterion of Business English from three aspects---the talents cultivation objective, the construction of the course module and the skill requirements, the construction of the curriculum standard of Business English, and the implementing suggestions of course construction from three aspects---updating the teaching content and optimizing the structure of the course, strengthening the school and off-school training, and strengthening the construction of the teaching staff. Among these, the author strengthens how to deepen the talents cultivation model of "college-enterprise cooperation and working and learning combination" for strengthening the school and off-school training and highlights the competency-based training for teachers and bringing in high-qualified foreign teachers and the professionals to enrich the teaching faculty and improve the teaching quality for strengthening the construction of the teaching staff. The thesis provides feasible suggestions for the course construction and the development of Business English and the cultivation of the applied talents in higher technical and vocational college.
