With the rapid development of mobile hardware technology and mobile internet technology, the smartphone has become an important service carrier of internet in the past two years. The advanced technologyand the people’s lifelong learning demand have promoted the development of mobile learning. On the onehand, the learning of language is suitable for mobile learning; on the other hand, college students have greatadvantages both in the quantities of smart phone and the demand of English learning. The explosion offormation is just like a double-edged sword which makes people acquire knowledge with increasingly widechannels, but the people may easily be lost in the vast amount of information. Then how to make this newtechnology serve college student better has become an urgent problem.This paper is mainly from the viewpoint of English teaching and the characteristics of mobile learningto design a platform which can help college students take advantage of pieces of time to learn English. Thispaper will investigate the following questions: What means would be adopted to access the data network ofthe server? What kind of resource data should be chosen to help the students’ mobile learning? Whatfunctions a client of the smart phone should have? How the user interface of the client of smartphoneshould be designed?In this paper,the author obtained the subjects the college students likes best, the time they spend onM-learning with a phone and the place they like using the phone by analyzing the questionnaire the authordesigned. The data lay a foundation for the design of the client. According to the analysis of the presentnetwork of HNU, the author proposes that the design of the network can adopt c/s mode. That is to say, thedata can be stored in the server, and the students obtain the data through WIFI or LAN. Ally has proposedsome principles of course design, the author give an analysis of course design in detail. The principles oflayout design and function design are listed.In this paper, the author tries to apply the new technology, a smartphone, to assisting the collegestudents’ English learning, and adopt the English language teaching theory throughout the design. Thoughthe design is slightly superficial, it provides some references for assisting language learning as an informallearning. The author hopes it can give a somewhat new tinge to the traditional language teaching.
