The rural medical and health services in our country is developed slowl. the rural medical security system has been developed inadequately for a long time, therefore, brings great inconvenience for farmers to have good medical care. Beginning in2003, our country has carried out the new rural cooperative medical care project in some rural areas, aim to achieve new breakthroughs in the cause of rural health insurance. At present, all the rural areas in our country are under the benefits of the new rural cooperative medical care system, which makes outstanding contributions to the rural medical security. The implementation of the new rural cooperative medical system improves the environment of rural health care and has excellent achievements. It plays an increasingly important role in rural households, and effectively solves the phenomenon of "medical treatment is difficult and expensive, due to illness back into poverty" for famers. This study is based on the actual situation of the new rural cooperative medical system, starting at the theory of "social safety valve" theory which is put forward by Lewis Coser, one of the representatives of social conflict theory, selecting S village in Linwei region, Weinan City, Shaanxi Province as the research survey object and location, and according to stratified sampling method and the SPSS statistical analysis methods. This study aims to analyze the influence on rural family relationship created by the new rural cooperative medical system as the external factors, and to point out role that the new rural cooperative medical system played in alleviating family conflict in the rural areas which is caused by the medical problem, also to elaborate the new conflict caused by the new system, as well as to find out the possible way to mitigate such new conflicts.
