Research On The National Cadre Training Mechanism In Mixed Ethnics Areas

A major part of Chinese Ethnic work is the work of mixed ethnics areas, animportant aspect of which is to train minority cadres. At the Central national workingconference&the fourth national ethnic unity and progress of the commendationcongress on27,May,2005,General Secretary of CPC Hu Jingtao said:” the Minoritycadres, is the link and the bridge which contact party and government with minoritymasses. Is the backbone of doing well national affairs” Inmixed ethnics areas,minority cadres exert great influence, for they contribute a lot in promoting the localeconomy, strengthening the relationship with other nationalities and maintainingnational unity. Therefore, enforcing the team capacity-building of minority cadresbeneficial to the economical and social development of the minority nationality, theharmonious development of socialist national relationship, and it is also the key tosolving national issues.After systematically analyzing the capacity-building of minority cadres inmianyang city, this paper probes into the problems and causes. Based on theprinciple theory of minority cadres and the research data, the thesis explores thegained experience and defects,and puts forward countermeasure and suggestion forstrengthening cadre team. Following the problem-solving structure,one the onehand,because national policy not clear, local government is difficult to formulateconcrete operational training program,and leading cadres at all levels lack of thenecessity of attention for mixed nationality cadres training..that society has not highcognition to the national cadre training of dispersed and mixed areas leads cultivatework deficiencies.on the other hand,from the minority cadres of dispersed and mixedareas in itself, their overall quality needs to be improved,the consciousness that as anational cadre master is also need to be strengthening,all of these factors have alsoaffected the overall national cadre training process.finally, we put forward:perfectpolicy make cultivation standard; widen channels make work diversified;solidfoundation make training work continued; strengthen the publicity of making training socialization;improve the environment make training humanization etc fivesuggestions.Marxism national theory is the guideline of the paper, and site investigationthe basis. Combining multi-discipline theories like ethnology, politics, managementand sociology, the thesis takes ethnological field investigation, comparison andhistory literature research as its methodology. According to data and the Marxismnotional theory, it systematically analyzes the capacity-building of minority cares’status quo, summarizes its experience, and explores its problems and advancescountermeasure and plausible proposal. This thesis would have pragmatic value forcapacity-building of cadres in mixed ethnics areas.
