Started writing this article from the generation and the baseline characteristics ofthe Social Assistance Act. Made a systematic exposition of theoretical sources andbasic principles of the Social Assistance Act. Social Assistance Act’s most beautifulprofound sources of theory can be classified as three: social contract, freedom andhuman rights, essence justice, the last point of maintaining stability is just asupplement. According to the five principles in our recently issued by the People’sRepublic of China Social Assistance Act (draft), plus cover the principles and theprinciple of combining. These seven principles constitute the basic principles of theSocial Assistance Act in this paper, which the principle of full coverage and thecharacteristic of objects limited are mutually connected,listed here, in other words,the coverage, to cover all citizens on the implementation of standards, sub-groups tomake the necessary restrictions. Relief object of the Social Assistance Act, necessaryto mention is proposed in this article for the special group of street homeless groups-street homeless people which include disabilities and elderly and children,the mainpurpose of writing this article is to improve the living conditions of these populations,do my efforts. The main body of the Social Assistance Act has always been a corepart of the Social Assistance Act.This paper discusses the civil body of the main body,but also the very potential of social assistance forces. To practice Social AssistanceAct,necessarily requires a improved top-down social assistance system, therefore,measures to improve social assistance and the system at some length. In the road toimprove the Social Assistance Act,have to particular reference the urban-ruralintegration. The urban-rural integration of social assistance is embodied in theconcept of equality and freedom, but also to adapt to China’s economic and socialdevelopment process.
