A Study On Government Regulatory Of Civilian Explosives

As a special sensitive product civil explosive has played a crucial role in economic development in our country. As we know, the civil explosive is very dangerous, it is combustible and flammable. If government does not pay enough attention to the regulation on it, it will bring a dangerous harm to our state, society and people’s lives.In recent years, there are many problems in it such as the lack of supervision, improper use, and illegal production. As a result, many bombings things came out. In order to solve these problems, the administrative supervision departments have made significant management efforts from all aspects of start. Among them, the most noteworthy is the promulgation of "Civilian explosives safety regulations" in2006, which indicates a new phase for government regulation of civil explosives. In this new ordinance the competent department is divided into two departments. One is the department of the Technology and Industry for National Defense, which is Responsible for the production and sale:another is Public security departments, which it is responsible for the transport and use. This division has effectively halted the dictatorship of the public security department but the regulatory drawbacks can not be ignored.This dissertation exams the current situation and pattern of government regulation on civil explosive in China by using the theory of government regulation to solve the current problems. At the same time, it analyzes the main problem in these areas on the basis of in-depth interviews and a number of case studies. Furthermore, this dissertation attempts to make some useful recommendation for the management of civil explosive.Base on above analysis, this dissertation present the following conclusions on the civil explosive administration of the government, which includes strengthening the construction of regulatory efforts mechanism; strengthening transport links management system; improving the grass-roots public management system and police configuration; improving civilian explosives laws and regulations system; improving the use and storage aspects of the regulatory system; enhancing the means of scientific and technological supervision; and enhancing the safe use rule in the management of the civil explosive.As a systems project for improving the government regulation on civil explosive, it need a long time. To enforce administration and improve the efficiency of administration, it is necessary to have more experts and scholars to do more deeply and systematically research on legislation and executing in the future.
