Research On Improving The Dynamic Adjustment Mechanism Of Standards For Urban Subsistence Security Of Shanghai

Urban Subsistence Security Policy is an important part of social assistance system and an indispensable policy to guarantee urban residents’ rights to subsistence and development in China. It is a significant step to design and adjust the standard for urban subsistence security, which is not only the standard to detect who need to be helped, but also the standard to decide the amount of relief.Shanghai city established the standard for urban subsistence security in1993, and the security had been established all over the county in the end of the year1999. To the present, we have been succeeding in extending the policy coverage, increasing the financial investment, and improving the relevant laws and regulations, but not in establishing the dynamic adjustment mechanism of standards. There is little impact on the life of the claimants if the urban subsistence security can guarantee urban residents’basic life demands. But when the standards over the country are generally on the low side and lack of perfect adjustment mechanism, the life of the claimants would be impacted so much with fluctuating prices, and the relative value of the standard decrease rapidly with the swift growth of the urban per capita disposable income.The paper focuses on the research on improving the dynamic adjustment mechanism of standards for urban subsistence security of shanghai, and consists of six chapters.The first chapter presents the background, the significance of the research, summarizes the current research situation at home and abroad, defines the relevant concepts and comes up with the research mentality and the research technique.The second chapter expounds the evolution of the theory of poverty and the evolution of the social life assistance in our country, and come to the conclusion that urban subsistence security should not only guarantee the urban residents’subsistence demands, but also guarantee the basic life demands.The third chapter observes whether the Shanghai standards from the beginning for urban subsistence security can guarantee the Shanghai urban residents’subsistence demands and whether the standards can guarantee the Shanghai urban residents’basic life demands. If the Shanghai standards can not guarantee the basic life demands even the subsistence demands, then the establishment of the dynamic adjustment mechanism of standards is absolutely necessary. This chapter also observes the purchasing power of the Shanghai standards for urban subsistence security and the degree of correlation between the standards and the economic development indicators to examine whether policy attain the target. And at last, the chapter analyzes the reason of the present situation of the adjustment system.The forth chapter applies the principal component regression method to analyze the influence factor of the current adjustment system of Standards for urban subsistence security of shanghai and applies the multiple liner regression method to analyze influence factor of the ELES result. What is more, the chapter summarizes and analyzes the current adjustment system of Standards for urban subsistence security at home and abroad.The fifth chapter put forward the dynamic adjustment mechanism of standards for shanghai urban subsistence security, including the choice of linkage index, the choice of triggering conditions and the choice of adjustment range.The last chapter summarizes the whole paper and puts forward the related suggestions, then points the problems during the research and the future research direction.
