The system of minimum living allowance is an important item of the social assistance system,which plays an irreplaceable role in ensuring and improving people's livelihood.The standard of minimum living allowance is the core of the system,which is related to the determination of the qualification of the recipients and the payment level of their benefits.For this reason,the scientific and reasonable low-cost protection standards are particularly important.If the standard of subsistence allowance is too high,it will not only cause great pressure on government finance,which is not conducive to the optimal allocation of government financial resources,but also form the phenomenon of raising idlers to a certain extent,which will adversely affect the social and economic development.On the contrary,if the subsistence allowance standard is too low,it will not be able to guarantee the most basic living needs of the subsistence allowance group,which violates the original intention of the system design,is not conducive to social stability and unity,and can not show the party and the country's humanitarian spirit.In recent years,in the process of local poverty alleviation in Shanxi Province,the subsistence allowance system has played an important role.Reasonable subsistence allowance standards can help consolidate the achievements of poverty alleviation and effectively guarantee the basic life of low-income groups.Therefore,it is of great significance to study the urban subsistence allowance standard in Shanxi Province.This paper takes the urban subsistence allowance standard of Shanxi Province as the entry point and places it in 6 provinces in central China.At the same time,it was found in the process of analysis that the low subsistence allowance standard,the change rate of the increase of subsistence allowance standard was out of sync with the change rate of CPI increase,and there might be some risks of insurance leakage.And then through the principal component analysis(pca)to the impact of the influence factors of urban low standard in shanxi are analyzed,and found that the local finance income,per capita consumption expenditure and the per capita disposable income have bigger influence on the low standard,based on this,in combination with the commonly used low standard measure,the synthetical considering consumption expenditure per capita and per capita disposable income of extended linear expenditure system(ELES)model,calculates the low standard of shanxi city,calculated results found that: The urban subsistence allowance standard in shanxi can only meet the needs of the subsistenceallowance group in terms of food,clothing and housing,while the educational,medical and transportation needs of children are not effectively met,so the subsistence allowance standard is relatively low.Therefore,combining with the analysis of the government's financial payment capacity,it is found that it is feasible to raise the standard of subsistence allowance.Finally,in view of the problems existing in the urban subsistence allowance standards in Shanxi Province,Suggestions are put forward to improve the subsistence allowance standards,dynamically adjust the subsistence allowance standards,reduce the risk of leakage of the subsistence allowance system and effectively combine with other relief systems.This article differs by principal component analysis(pca)affecting the low standard of shanxi city economic factors were analyzed,and the per capita disposable income and consumption expenditure per capita of shanxi cities have significant influence on the premise of low standard,and by using the extended linear expenditure system(ELES)model of shanxi city low standard measure.
