At the same time, the outbreak of emergency gradually becomes quite normal. In particular, emergency is increasingly becoming a thorny issue perplexing public life and the interests and security of the country, which urgently needs government managers to make timely and effective emergency management for public affairs. Government response to emergency management is a systematic project, involving all aspects and its core is a well-established government emergency response mechanism. Only mechanism is well-established can it effectively reduce and prevent the occurrence of an emergency. To a certain extent, it can be said that, whether the emergency response mechanism is well-established or not concerns the success of emergency management.Emergency response is an important public service and it is also the government’s basic responsibilities. In China the emergency response mechanism is not perfect, either compared with developed countries or its severe emergency situation demands, there is still a large gap in China’s government emergency response capabilities. To establish a scientific and reasonable government emergency mechanism and to carry out its related research can improve our government’s ability to govern important measures and is the basic objectives of the concept of scientific development and achieve our ambitious goal of building a moderately prosperous society and is the practice of "Three Represents ".Although the academic field about the government’s emergency management research is rich and varied, but the writings on emergency response mechanism is still relatively small and the study is also relatively weak and needs to be further studied, For example, the mechanism analysis of government emergency response, the construction of government emergency response mechanism and the applications in the provinces as well as other aspects, which needs to be further researched.This thesis is based on mechanism of government emergency response. Directed by mechanism of emergency response, the author analyzes the problems of government emergency response and its causes, and thus by social mobilization mechanism, communication mechanism and decision-making disposal mechanism, the author tries to establish a systematic, scientific, and effective government emergency response mechanism by the three mechanisms. At the end of the thesis, through the above analysis and research and reality of JiLin Province, the author provides countermeasures for JiLin Province government on improving the emergency response mechanism.
