The Research On The Government Purchase Of Pension Service In Changsha

Government purchase of public services is originated from western modes of supply. In this model, the government has assigned the specific work of producing public service to the social organizations. During the process of execution of public service, the government has transformed its function from the direct producer of public service into the micro-planners and regulators, so as to enhance our supply level and the quality of public services. Theoretically, the public goods provision theory, agency commissioned theory, as well as third-party governance theory has laid the foundation for the practical application. From the practice of domestic and foreign government, the procurement of public services has been fully used in the field of public health, environmental protection, community development, disabled services, pension services, and so on.In order to deal with the increasingly severe situation of the pension, the idea of the government procurement of services is applied to the pension supply areas. In this paper, the government to purchase public service mode has applied to the pension service areas of the government in our country, and also Changsha, as a fast developing city in the forefront of China’s central and western regions has done some researches and explored in the field of pension services, but compared with the eastern coastal cities, there is a big gap.The author has conducted the real-field research and come to found that the purchase system of pension service by the Changsha municipal government has been set up, and publicized some preferential policies, but there still exists a lot of problems in the actual purchase process, such as the high degree of government intervention, the passive participation of social organizations, the insufficient buying behavior, the lack of standardization and after-assessment. Clearly, the above inactions have caused some problems. Therefore, based on that, this article analyzed the deep reasons in terms of the economic and social development situation, the transformation of government roles and social organization’s own capacity constraints, so that government’s role and functions in the purchasing mechanism has become a little clearer in order to improve the whole welfare-service system in Changsha. Besides that, the author worked out some positive measures to expand the range of purchase, to standardize the specifications of purchase contract, and a sound evaluation mechanism to support the social organization. Finally, the better use of this model of public service all over the country will provide a good reference for other cities.
