The grassroots public welfare organizations were born between the government and the market, bottom-up and spontaneously set up by the public. These organizations complement some of the deficiencies of the government and the market so that more people understand and participate in all areas of society, concern and help vulnerable groups. One side, the grassroots public welfare organizations started late, with short development time and other objective factors; on the other side, these organizations with mall-scale, low quality of personnel, incomplete management mechanism, irrational structure, low degree of specialization within the organization. The grassroots public welfare organizations is also faced with "China""voluntary failure", there are insufficient resources, lack of legitimacy, lack of public credibility. Based on the macroscopic description and analysis of the current situation of China’s grassroots public welfare organizations, and make a case study on JIA work camp volunteers Association. In which the perspective of the organizations system theory and the inference methods of organizations and strategy analysis were used. Then make the field studies and literature research, and take the observation and interviews as data collection methods to obtain more comprehensive information. Describe the organized process of collective volunteer activities, explain the operating mechanism and action strategies in which the interaction by the actors.In-depth discussion of the development of the organization, describe the starting point for its action, expand, and the crisis encountered, analyze the background and program implementation of the decision-making course of action, finding and explaining the specific mode of operation and action strategies. Carrying out the autonomous membership and council, the volunteers of JIA are their own master to participate in decision-making and build a unique operating mechanism; the same time, they establishing a common framework of meaning with that the actors have the intercalation of the concept of "Joy In Action", the same goal between the actors and organization form a powerful cohesion; thus forming a loose but cohesion action network, to provide a wealth of resources for action, and promote the organizational make more progress. During the multiple interactions, we can clearly see that how can the actors of JIA, groups, organizations and society influence each other, reflect on their action strategies how to help them breakthrough the real constraints to achieve the organizational goals. It is hoped that it can sort out the operating mechanism and action strategies of JIA, to help them integrate the various resources, and also bring some inspiration for other grassroots public welfare organizations.
