In the great process of building a socialist harmonious society, the civil servants charged with the glorious andarduous historical mission. Adhere to the guidance of scientific concept of development and implementation of theCivil Service Law of the People’s Republic of China, improve the people-oriented civil service management system,optimize the quality of civil servants to promote all-round development of civil servants talents to support the socialistmodernization drive is present, we are faced with important and urgent task. Study the civil service managementethical issues, will help promote the socialist core value system, to improve the administrative efficiency of thegovernment,tobuildall-rounddevelopmentofthecivilservice.Based on the reality of building socialism with Chinese characteristics, from the perspective of Marxist Ethicsandhumanresourcemanagement theorycombinetoreveal theethicaldimensions ofthecivilservice managementtoexplore the ethical norms of the civil service management and analysis of contemporary Chinese civil servicemanagement the actual situation, to explore the ethics of the civil service management countermeasures to eliminatethe factors of disharmony in the civil service management process provides a new theory of reference and practicalguidance.Theresearchconcentratesonthefollowingissues:Firstly, the Civil Service Management Ethics and a long history. Traditional Chinese Confucianism, Taoism andLegalism Management Ethics for civil service management to provide a valuable source of ideological inspiration,scientism,andhumanismastherepresentativeofWesternManagementEthicsforcivilservicemanagementprovidesa strong theoretical foundation. Marxism Management Ethics for civil service management to provide specificguidance.Secondly,thecivilservicemanagementandethicsoftheinternalconsistency.Laboristheessenceofman,whichalso serves as the logical premise of the civil service management, human morality; the needs of the people is theethical basis of the civil service management, and management from the needs of people again together ethics,emphasizing the management of the basis; round development of people is the power of the spirit of civil servicemanagement,inordertoputforwardthemoralimplicationsofpeople-orientedmanagement;humanself-realizationistheultimategoalofthecivilservicemanagement.Thirdly, the scientific analysis of the general ethical principles of civil service management. Civil servicemanagement, inherently contains some of the basic principles, these principles reflect the community the most basicethicalrequirements,isthemostgeneralethicalrequirementsthroughoutthefullrangeofmanagementactivities,butitis also emphasized in this particular area of civil service management ethical principles.
