The challenges of the post-industrial era and information age requires improving human resource management of the township government, in order to improve their public management capacity, improve the ability of the Government’s response to the demand of public goods and public services, promote internal harmony, and enhance national competitiveness force. A long time, in a "pressure-type" system at the end of the township government has assumed a heavy management burden, and the status of the human resources of the township government is facing the quality is not high, the structural imbalance of serious problems. Since the agricultural tax has canceled, the township government revenue relative reduction of many township governments saddled with heavy debt burden,"Ablity building" to improve the capacity of township government, and training of human resources as a means to further degradation. It is based on the status quo, I choose the CH town of the YZ district as a case study to systematically analyze the problems and the reasons in YC city, township human resources management, and on this basis, coping strategies, in order to build a high quality, specialized ability of grass-roots civil servants (HR) team to meet the management requirements of the grass-roots government "highly efficient, coordinated operation, code of conduct.’This article is divided into six parts:The first chapter is the Introduction. The second chapter is an overview of public sector human resource management theory. The third chapter is the Human Resource Management analysis of the CH town of the YZ district. The fourth chapter is reason for the management of government human resource management issues in CH town government of the YZ district. The fifth chapter is recommendations for improving the town government human resources management countermeasures for CH town government of the YZ district.The sixth chapter is conclusions and outlook summarizes the main conclusions of the article, and study the existence of inadequate and further research direction set out briefly.
