Human Resource Management Performance management is a relatively new field of research, and to study its core content is to affect all people as a decisive factor in the development of the organization, from how to play to people’s working efficiency and contribute to the achievement of organizational goals. With modern human resource management ideas and management models to infiltrate government departments and development, is also accompanied by the development of information, Western governments have entered the era of performance management, performance management, human resources government departments becoming academics and government policy research department research goals and exploration direction. Since China’s reform and opening, malpractice original traditional way of personnel administration departments at all levels of government is gradually emerging as the main factors restricting the effectiveness of our government to play. Therefore, learn from foreign advanced the government’s human resource performance management theory and practical experience based on the combination of our country, for our government to explore the human resource performance management concepts and models of practice is very important.
