The Research On Social Security Shortage Of Rural Women In Jilin

According to the sixth census data of Jilin province, the rural women population hasreaches6million. Since the author took part in the “The Third Chinese Women’s SocialStatus Investigation”, he learned that there were problems exist in the rural women socialsecurity system under current situation in Jilin because of some history reasons, long timesocial reasons as well as traditional sense. For instance, rural women have low pensionbenefit level, they are pool but the medicine price is higher, they are difficult to find a gooddoctor, few of them have maternity insurance and employment injury insurance, etc. Allthese disadvantages affect living condition of Chinese rural women in Jilin. And they play abad role in economic and social development in Jilin. These difficulties also show that ruralwomen have lower social status compared with man. It is obvious that problems exist in theChinese social security system is not only an important issue in Jilin, but also an essentialissue for the whole country.In this paper, the author use both qualitative analysis and quantitative analysis methods,presents current social security situation of rural women in Jilin and analyses statistics from“The Third Chinese Women’s Social Status Investigation”. The first part of the paper givesa review social security development history in rural area of Jilin. The second part presentsthe current social security condition of rural women including their aging care, medical care,maternity insurance, employment injury insurance, employment insurance and socialwelfare payment. The author did lots of research and get plenty of valuable statistics. Fromanalyzing these data, the author points out real condition of rural women social security andserious problems. The author thinks that all these problems need to be solved not only bygovernment, but also by social and individual efforts. For example, it is necessary to explorenew maternity insurance, employment injury insurance and unemployment insurance whichwill be adapted to rural area. Then government should increase pension benefit level andmedical benefit level for rural population. It is important to continuingly perfect andimprove aging care and medical care system as well as concentrate social efforts in order toimprove rural social security level. In addition, government need to improve rural people’ssecurity consciousness, self care and medical knowledge to better improve their livingcondition.The innovation of this paper is that it puts forward to bring rural women populationand rural local people into national maternity insurance and employment injury insurance.And it gives a general policy model. Under the rural maternity insurance, the townshipgovernment should be seen as a basic unit, they need to put this new insurance model into practice. Money to support this insurance comes from individual payment andgovernment financial support. Birth giving costs will be paid by maternity insurance fund.Moreover, local government should provide other related social welfare support to ruralwomen. Rural women should have maternity leave days, payments according to Chinesepolicy. And the maternity payment should not lower than an annual per capita income oflocal rural women in the previous year. Under the rural employment injury insurance, themoney comes from individual payment, local government financial support and centralgovernment financial support. Meanwhile, central government should set up health recoverycenter to provide medical and rehabilitation service to farmers who suffered accidental andoccupational injuries.Doing research on problems exist in the rural women social security system, thegovernment should pay more attention on rural local condition, cultural difference as wellas individual difference. It is essential to make policies which are adapted to rural localcondition and women characteristics. This paper is aim to improve rural women socialsecurity level and promote rural economic and social development in Jilin.
