The Comparison Of Urban-rural Social Security Integration Models And The System Construction

China’s urban-rural dual structure caused the large differences between urban and rural areas between the social security systems. With the gradual deepening of China’s economic reform and social class structures’ changing, coordinate the urban and rural social security, and promote the integration of urban and rural social security, has become the hot issues of concern by the majority of the people. Based on international experience, from fragmentation to integration is the inevitable choice of the social security system in China. How to construct an urban-rural integration social security system which is suitable for China in the situation that China’s urban and rural and regional disparities are larger is a major projects related to people’s livelihood. In parts of our country have already begun the construction and exploration of the integration of urban and rural social security, they have achieved initial results. In this paper, we have selected China’s four typical pilot areas such as Taicang in Jiangsu. Baoji in Shaanxi, Pudong in Shanghai and Dongguan in Guangdong. Through comparing with the system model of the pilot areas, summarized their common characteristics, summed up the experiences accumulated by each region in the pilot process and the common problems they faced, based on this to explore the urban-rural integration development regularity of China’s social security, and put forward the prospect to our country’s urban and rural social security integration, it has a very important theoretical value and practical significance.This paper take the methods of comparative analysis and empirical analysis to carry out the research on urban and rural social security integration from the perspective of institutional innovation, and divided into six parts:The first part is introduction, including the research background and significance. research status, research methods and innovations.The second part discusses the basic theory about urban and rural social security integration, including the basic concepts and theoretical basis.The third part analyzes the basic problems in the integration of urban and rural social security, including positioning problem and government responsibility problem.The fourth section introduces the characteristics of these4areas’urban and rural social security integrated models’ and comparative analysis from multiple perspectives to come to their shared characteristics.The fifth section, in the basis of the pilot areas, obtained our country’s4regions urban and rural social security integration models’ reference and inspiration.Part Ⅵ, based on the above conclusions, put forward the idea of construction on integration of urban and rural social security.My theoretical knowledge and practical experience remain to be strengthened. and thus study on the integration of urban and rural social security, there are inevitably shortcomings, but also to be constantly summed up and improved in future learning.
