Government Implementation Force Of Public Policies

In recent years,"implementation force" has not only been one of the most popular research topics in business management, it is also gaining research value in the field of government activities. A government’s implementation force plays an important part in ensuring its survival and development, and creates an upgrading mechanism for it. It has profound theoretical and practical significances. With the current backdrop of globalization and fierce international competition, the strength of a country depends not only on its materials, information and human resources etc., but also on the ability of its government’s implementation force. Hence, establishing a productive and efficient government implementation force upgrading mechanism must be enforced.Local governments are a basic constituent element of a country’s administrative organization. They play an important role in a country’s politics, economy and many other aspects of society. The fact that many functions of the central government could not be completed without the implementations of local governments reflects their importance. Therefore, the strength of implementation force of local governments directly reflects the implementation force of the central government.In the past few years, with the continuous improvements of all systems, the implementation force of our country makes distinct advancements. However, this also encourages local governments to continuously gain more power and rights, and leads to the implementation force of local governments to gradually become weaker. This then further results in the unfavorable execution of national public policies. Therefore, it is necessary for us to establish an evaluation system which is scientific, reasonable, effective and productive, to improve the implementation force of local governments, which could ensure the smooth execution of national policies. This paper uses the real estate industry in Dalian as an example to make empirical analyses on the macro-control. By analyzing the unfavorable execution of macro-control policies in the real estate industry, I will find the underlying systematic reasons for the situation and finally put forward my own understanding. I am aiming to find ways to improve the government’s system of implementing policies, through transforming the governmental function, improving the quality of execution agents, striving for the cooperation of execution targets, optimizing governmental circumstances and establishing a service type government.This paper is split into five parts:The first part is mainly to give a description of the background and current status of the topic, and explaining the reasons for choosing it, and research methods.The second part is mainly to analyze the relative theoretical basis of governmental implementation force, which includes the characteristics of implementation of public and real estate policies, factors and measurable indicators of the implementation force, and also to briefly describe some premises.The third part is to analyze the level of Dalian government’s implementation force by means of relative principles and investigation of the Dalian real estate industry.The forth part is to analyze the current situation of governmental implementation force and its underlying problems, and then researching the root causes of these problems.The fifth part puts emphasis on the problems existing in China’s governmental implementation force and analysis possible solutions.The epilogue is to summarize the main conclusions of this research.
