The Minimum Living Security that is generated in this context, it is a policy implemented by the government in order to alleviate the social problems, is the government for the poor lowest life to ensure standard balance. Its implementation to maintain a basic living of the poor, to a certain extent, it maintains social stability, also, promotes the civil work to more we direction.The Present study, by investigation the development status of the Minimum Living Security of the poverty population in Yuyao, reviewed the history of construcing the new social relief system, elaborated the urban—rural integrated operation mode for Minimum Living Security, evaluated the policy implementation effect, and summed up its problems in system of scientific recognition, dynamic management, capacity building, guarantee of the law. Then, with the guide of relevant theories, reflected the problem of existence, proposed the corresponding countermeasures and the suggestions from perfecting the family income audit, realizing the dynamic surrender, Improving the administrative, strengthening the legal system construction. Hope that they can provide the basis to the improvement of the minimum living security of the poverty population in Yuyao.
