Research On The Development Of Children’s Welfare Homes In Yangquan,Shanxi

Children’s welfare is an important part of social welfare system. Children’s welfare homes arethe main carrier of children’s welfare services. They bear the mission of children’s upbringing,education and rehabilitation in the process of protecting children’s survival and developing rights.They are the final "safety net" for ensuring the loneliness and disabled children’s healthy growth.The Party and the State have always been very care and value of the loneliness and disabledchildren’s welfare. The "Twelfth five-year" children’s welfare institution building, blue sky programand children’s welfare institutions device configuration and implementation plan issued by theministry of civil affairs said we should comprehensively improve children’s welfare equipmentconditions, enhance their functions of fostering, treatment, rehabilitation and special education andskills training, and radiate and lead the community of child welfare services. But some children’swelfare homes in parts of China generally have fewer, smaller, imperfect welfare facilities, and thepersonnel professional quality level is low.It is difficult to satisfy the disabled children’s needs inlife, education, medical care, rehabilitation of their bodies and the improvement of their social skillsand so on. This article is based on the basic theory of western children’s welfare, starting from thechild welfare requirements, putting Yangquan welfare homes for children as an example.On thebasis of field investigation and study, it uses the data collection methods of literature method,survey method, comparative research and chart analysis method to analyze the running anddevelopment of the children’s welfare homes of small and medium-sized cities in our country.Firstly, the paper introduces the status of the operation and management of Yangquan children’swelfare home, including the mode of the basic situation of welfare homes, social organizations, andthe involvement of the public. Then it analyzes the achievements and existing problems ofchildren from the aspects of theory and reality, including the scale of children’s welfare homes,medical and recreational resources, staff quality, source of funds and closed-end management. Atlast, the article puts forward the countermeasures and suggestions to solve those problemsaccording to the specific problems, comparing with the developed children’s welfare homes inChina. The suggestions include reasonable welfare home scale, perfect infrastructure, developingcharacteristic education system,and making parenting professional, and starting family foster carework. These measures and suggestions have certain reference value for the development andimprovement of small and medium-sized cities’ children’s welfare homes in our country.
