In21st century, talents are the base of competition. Public institutions are the main places where all kinds of talents gather in China. So, it is necessary to ensure the excellence of all kinds of talents in public institutions for China to win in the world competition. But the personnel management system which is formed under the traditional planned economic unable to select high-qualitative talents. China’s economic development, social progress, the whole nation is to deepen the reform of personnel system. Since the implementation of the open recruitment, not only adapted to the personnel system reform, overcomed the problems of unpublicty and process opacity, helped to optimize human resources, but also injected fairness and justice, enhanced the social service capacity of public institutions.But compared to the civil service recruitment examination system, open recruitment still exists many problems, lack of sufficient experience. Therefore, it is time to research the problems in the practice of open recruitment and explore a variety of measures to solve the problem. We should pay attention to learn the advanced experience and some maturies of the civil, exploring effective measures to promote better development of public institution.This essay used the pattern of raise a question-analysis the problem-solve the problem to discuss and research. Firstly, it introduces research background, analyzing the present situation of openly recruitment in China, Then analyzing the existing problems and the reasons for the problems in China on the basis of following all extensive collection of literature about openly recruitment in China. The main problems are the mechanism for the implementation of open recruitment immature, examination methods and content unscientific, the recruitment process is not standardized, and several other aspects. In order to solve the problems, we are trying to establish the scientific concept of recruitment, promoting the establishment of policies and regulations, strengthening macroeconomic management, innovating recruitment forms and methods, establishing and improving the supervision and punishment system and other aspects of the reform.
