Institutions is the Chinese characteristics of a social service organization, is the main provider of public goods and social services,is also the main gathering place for all kinds of talents.Open recruitment, as important element of the reform of the personnel system, being more and more the place to start to practice. However, due to institutions open recruitment is a new thing, in practice, there are many issues to be perfected. In this context, this paper selects Hengyang City institutions open recruitment system research, rational definition of institutions, institutions and personnel system reform and public institutions open recruitment concept, of equity theory, the theory of justice can post match the principle analysis theory are discussed. Aims through the use of public policy analysis theory, adapt to the exploration and development of the situation of Hengyang even institutions open recruitment system as the starting point and end, integrated use of empirical analysis, comparative analysis, induction and deductionmethod, through the analysis the Hengyang City institutions open recruitment system before the introduction of the background situation, the main objective, the main content,implementation effect, compare the province system of developed coastal city of Changsha, Chenzhou, as well as Guangzhou, Shanghai and other measures,trying to perfect post setting management system of institutions, open recruitmentapproved filing system, through the establishment of the system of information disclosure, supervision and inspection system, to hire contract management system as well as the personnel dispute processing system, real policy analysis ought direction of thinking to improve and perfect the institutionsopen recruitment system.
