As China’s rapid economic development and continuously improve the level ofopening up to,changes in the external environment has changed substantially in thecustoms. National customs functions more and more, increasing demands on quality ofCustoms work,Customs has become increasingly serious,face increasing pressure. Atthe same time, an increasing number of high-quality talents into customs, how to tapthe potential of these talents,play integration advantages of customs personnel. Whichhas become the Customs human resources management under the new situation facingthe challenge.Grass-roots customs human resources allocation of many current issues:duplication,overlapping functions, business people,such as the proportion of smallproblems prevalent in the customs system. The reason is that the grass-roots levelcustoms bodies sets lack lack of standardization of scientific rationality,humanresources allocation, management systems, lack of an effective incentive mechanism.Grass-roots customs can achieve optimal allocation of human resources, is thepossibility of landing the key decision customs strategy functions.
