Research On The Development Planning Of Binhai New Area’s Community Service

Community service refers to welfare, public or commercial services provided for community residents by various organizations under the leadership of the party and the government. And according with the concept definition of community service, the concept of community service business is not a conventional and usual industry among service industries, but a system which includes both public community service industries and commercial community service industries. Community service business with the feature of both welfare and operational services is a collection of public service industry and commercial service industry.The greatest problem faced by the development of community service business in many places all over the country including Binhai New Area, is that the unclear roles and dislocated function of government, enterprise and community is not reasonably dealt with, which failed to effectively integrate social resources and efforts to promote community services development into a systematic, dynamic and sustainable development, enterprise and community is not reasonably dealt with, which failed to effectively integrate social resources and efforts to promote community services development into a systematic, dynamic and sustainable development.In the awareness of this general problem, this paper first analyses the need and development environment of community service in Binhai New Area, and hence provides foundation for the research in next step. Through analysis of community service needs, this paper identifies the key content and development direction of future community service in Binhai New Area. Through the environmental analysis, this paper finds that the problems facing the development of community service business, and problem-solving strengths and weaknesses in Binhai New Area. Identification of the problem is equivalent to solve half of the problem. On this basis, this paper gives suggestions on the vision, mode and task of community service business in Binhai New Area. And after a detailed research of representative community service home and abroad, this paper proposes path to achieve its vision and goal. This path is a systematic solution, which includes the need to adhere to five rules as people-oriented, government-led, industrial development, classification of support, services diversification, and strategies such as to complete three-grade networks, to strength the four functions and to build a service system.
