Local colleges with the number of over90%of the total higher education in China, carry the main task of higher education in our country. The number of teachers from these colleges can not be neglected. Therefore, the problems of college teaching resources, especially the problems of construction of research level and comprehensive high level talented person troop will seriously affect the development of colleges and universities. High-level talents resource is the core of university development resources, so the building of high-level talents has vital importance to the development of colleges and universities. In recent years, all kinds of universities paid more and more attention to the high-level talents introduction and development and they have used many strategies to attract and develop talents. High-level talents not only have leading role in terms of discipline and professional construction but also lead the whole school talent team construction. The introduction and training of high-level talents not only play a huge role in the college talents but also in the development of the local colleges it-selves. Therefore, the introduction and training of innovative and with learning ability of the high-level talents, building a high level talent team have become the first component in the development strategy of each college.Compared with the famous universities, most local colleges especially those located in the local areas described by geographical location with limited conditions face many difficulties and problems in the introduction and development of high-level personnel. High-level talents team construction related to local colleges sustainable development, so the study of the local university high-level talents characteristics and exploration of the local colleges high-level talents rule is not only the purpose of this research but also the emergent countermeasures to the local high-level talent introduction and development.This papers chooses the local colleges for study, using literature analysis, questionnaire survey and case comparison methods and starts from high-level talents definition as the breakthrough point, from both theoretical and practical layers analyses local colleges high-level talent introduction and development problems. This paper is divided into five chapters, chapter1mainly discusses the background, research purpose and meaning and the research methods, etc. Chapter2mainly discusses the related concepts, theory, principle and mode of the local colleges high-level talent introduction and development. Chapter3mainly analyzes the differences and similarities in high-level personnel introduction, missing and development in Yangtze University and Hubei University of Technology. Chapter4based on comparison and analysis, analyzes the existing problems and the restricting factors in local colleges of high-level talents introduction and development with both reasons from local colleges own, also coming from external limitations. Chapter5mainly combined with the reality of local colleges, put forward some countermeasures and Suggestions to the local university high-level talents introduction principle and development model.The high-level talent introduction and development of local colleges is a system work, in order to finish the project, it not only needs the preferential policies of school, but also needs good running conditions, the cultural environment and humanization management mechanism of schools. Building a rational structure, the quality excellent talent team is the fundamental guarantee to the live and development of universities. The introducing of high-level talents is the core work of personnel management department of colleges. At the same time, formulate high-level talents training plan and establish a scientific and complete talent management system according to the school development demand and the needs of the subject construction to make talent team get the full development. It is also the urgent problems and need to be solved important task of local colleges today.
