Balanced development of compulsory education is implementing the scientificdevelopment view and building a Socialist harmonious society and realizing educationalequity in the top priority, is the foundation of basic public service equalization in China andareas of focus, is also the main contents of constructing service Government. However, in thecourse of more than30years of development, development of compulsory education inChina and face huge challenges and difficulties, compulsory education gap betweenurban and rural areas, between regions, schools still exist. As the " County " gradualestablishment of the management system, county-level people’s Governments andadministrative departments of education to promote the balanced development ofcompulsory education in the area of responsibility and obligation to gradually clear, countygovernments have the ability and obligation to the balanced development of educationand manpower in the area. Therefore, whether from the perspective of countrycompulsory education policy, or from a realistic perspective of the current development ofcompulsory education, balanced development of compulsory education at the countyshould be the breakthrough of the balanced development of compulsory education.In the study on the predecessor carding on the basis of theory and literature, on theconnotation and the balanced development of compulsory education in the County fieldtheory of the priority significance of balanced development of compulsory education, andexploring the practical investigation and comparative analysis on the basis of2006-2011XX area in Gansu Province: current situation and trend of the balanced development of compulsory education.
