In the post age of compulsory education,public's expectations for education have changed from Popularization to Improvement.The social structure has undergone dramatic changes,the traditional relationship between urban and rural areas has experienced multiple changes and formed a new pattern.In this case,the development of compulsory education opportunities and challenges coexist.Firstly,promote the balanced development of compulsory education is the inevitable choice of China's balanced development of compulsory education.Choosing the model county--Qingyunpu District of Nanchang city in Jiangxi Province as the research object,which has the balanced development compulsory education.On the basis of theoretical research and empirical research,this paper combed and summarized the important measures and effects of promoting the balanced development of compulsory education in Qingyunpu District,also analyzed the existing problems and come up with some improvement suggestions.The survey indicates three ways combining with homogeneity and uniqueness have been created in the process of promoting balanced development of compulsory education in Qingyunpu District.The three balanced development paths are based on the baseline fair;urban and rural education resources integrated,Shared;the collaboration of colleges and universities,education administration departments,primary and secondary schools.The three paths comply mutually and promote the balanced development of compulsory education of Qingyunpu District together.The most important results of the compulsory education balanced development of the area are as follows : protect the enrollment opportunity of migrant workers trailing children,left-behind children and three kinds of disabled children;the education funding is adequate with a year growth trend;the quality of education improves steadily;the teaching conditions between Urban and inter-school tends to be more balanced;School average class is shrinking each year and inclines to be equilibrium;Teachers configuration is relatively abundant,teachers' qualifications is being optimized year by year,the rate of teachers' professional counterparts is high;The satisfaction of education balanced on the whole is at the high level.In the process of promoting balanced development of compulsory education in this area,however,many problems are also existing : the trailing Children in Entrance quality fair is challenged;education resources of urban schools are bearing large pressure,Student sports venues resources constraint,the phenomenons in colonel especially highlight;Urban and rural school teachers fall into a double contradiction with overstaffing andlack of series;On the teacher structural dimension such as:senior entitles,the backbone teacher ratio,the proportion of male and female teachers,academic structure and so on are unbalanced between urban and rural schools;Regarding teachers' teaching competence as the main indicators,the interscholastic gap of teacher quality is obvious.To promote the balanced development of compulsory education in Qingyunpu District,this paper put forward the following suggestions.(1)Establish a composite governance model to realize the equalization of the public services;(2)Evaluate the bearing capacity of compulsory education resources in urban areas by scientific assessments;(3)Promote the construction of teachers team through an overall thinking.Specifically,firstly,implement a dynamic teachers' preparation mode to buy education services;secondly,improve the complementary mechanism of teachers,to innovate mechanism of teachers' creation;thirdly,improve the weak school teacher's professional level in teaching to enhance teachers' sense of professional identity.
