China has a great of labor concentrated industries, with lower status in the world’s industrial structure, due to less of high-grade skilled workers. Thus rapidly developing vocational education and training a large number of high-level skilled workers become urgent education affairs. But the later start of China’s vocational education, and weak economic foundation, shows the higher importance to scientifically normalized school running. Therefore, it is helpful for personnel training work of vocational colleges to study the higher vocational school teacher’s work evaluation system. Current research in this field mostly focus on the evaluation of teachers’ relative performance, this method causes competing among teachers. In this case, one does not know how to improve himself in order to maximize group interests, and the phenomenon of saying some one excellent but actually not enough happens often. It is no idea to encourage most of them to do better.This article first constructs an evaluation function to assess the value of teacher’s work, and then establishes a multi-objective linear programming model to seek the global optimum. To solve this model, we first consider properties of weight factors and objects, and then turned it into a single objective linear programming problem. To identify the unknown parameters in the model, the principal component analysis is used to find the principal components among evaluation factors of class teaching, and obtains the weights of evaluation; Then we use the employment rate to measure teachers’ability of leading internship; The analytic hierarchy process is used to obtain the weighting factor of each research project;Finally we use multiple linear regression analysis to get the weighting factor between the effective value of the objective function with data from previous years to get the weighting factor between the effective value of the objective function. Based on parameters calculated results,we use the LINGO software to obtain the ideal solution for everyone under the constraints. This ideal solution is the global optimum to let the teacher how many works they need to do.A teacher’s performance is not only related with the number of work, but also with the quality of the work, and more with whether their work is conducive to global optimal. This article constructed an evaluation function to include the demands of these three aspects. Then we use actually workload to substitut the evaluation function for geting the evaluation scores which have practical significance that they embody the economic benefits of teachers to school. These evaluation score considerations can also be directly used to measure wages or the bonus.One of the innovative points of this article is that all evaluation attributes are measured by the value which the teachers create for the school; another is using planning to obtain feasible solution of maximizing the benefits of school under the rated workload.
