Research On Problems And Countermeasures Of The Local Legislation Of Vocational Education In Liaoning Province

The local legislation of vocational education is an important part of the system ofthe national vocational education legislation, and which plays a vital role in thenational vocational education legislation and the legal construction of vocationaleducation. For Liaoning Province, the significance of building local legislation ofvocational education is more far-reaching. Continuous development and improvementof vocational education in local legislation can strongly promote the development andgrowth of vocational education career in Liaoning Province, and boost thedevelopment of economy. This paper uses two methodologies: literature review andinterview method. The paper is based on the current status of the vocational educationof local legislation in Liaoning province. Then the paper analyzes the existenceproblem of it and finds out the reasons. It uses the reference of local legislation ofvocational education in home and abroad experience. The paper researches by twodimensions of vertical and horizontal, and it uses static analysis-oriented research ofthe local legislation of vocational education in Liaoning Province. At least, it givessome countermeasures for the constantly improving of vocational education locallegislation in Liaoning Province. And it’s expected to provide modest contribution forfurther studies of the local legislation of vocational education in China.The paper is divided into six parts.Part Ⅰ: Introduction. This part analyzes the reason and the purpose of the topic,the research contents and meaning, then defines the core concept of this paper. At last,untangles the ideas and methodologies.Part Ⅱ: The basic theory of the local legislation of vocational education. This partanalyzes the characteristics of vocational education of local legislation, the principles,the status and roles and the legislative technique of it.Part Ⅲ: The summarized features of the existing vocational education of locallegislation in Liaoning Province. This part summarizes the existing vocationaleducation of vocational education of local legislation in Liaoning Province, refers and compares with the higher-level laws, then summarizes the features: respect for theupper legislation, the text of the law is relatively standardized; combined with theactual, text content of the law is expansion refinement; scientific innovation, has amore complete legal elements.Part Ⅳ: The problems and causes analysis of vocational education locallegislation in Liaoning Province.This part contrasts with the higher-level laws,combines with the development of vocational education in Liaoning Province, andanalyzes the problems: confined to the central legislative power, the local vocationaleducation legislation becomes of lumbering; local legislation in China is a late start,the legislative technology is missing; tied to the academic education, affects thedevelopment of vocational education of local legislation.Part Ⅴ: The reference of experience. Firstly, it learns from the vocationaleducation of local legislation in Hebei Province, Shanghai City and Ningbo City.Secondly, it learns from the vocational education of local legislation in the UnitedStates, Germany and Japan.Part Ⅵ: The countermeasures for the improving of vocational education of locallegislation in Liaoning Province. They include: emphasis on the construction ofvocational education of local legislation, building a system of local vocationaleducation legislation and correct the existing legal text of vocational education,increase the timeliness and scientificalness of the legislation.
