The Strategy Research Of Rural Poverty Alleviation In Yunnan Province

Poverty, population, pollution are the three major worldwide problems affectingthe survival and development of human society. Poverty is one of the most seriouschallenges of the world’s economic and social development. Given the poverty of theexistence of universal and hazardous, the Governments take more and more attentionon poverty alleviation and elimination of poverty has become the consensus of allmankind. Eliminating poverty is a major task faced by the mankind and the worldcommon serious challenges, It is also the major issues which need to address urgentlyfor China’s economic, political and cultural construction development.China is the world’s largest developing country, successive governments haveattached great importance to the problem of poverty. By decades of poor governanceunremitting efforts, China has made remarkable achievements. At the same time, weneed to constantly reflect, the task,China’s mitigation and elimination of poverty, isstill arduous and especially in western China. The poverty in rural area is particularlyprominent.Yunnan Province is the less developed and one of the more poor provinces. Dueto the natural environment, economic, political, cultural and other factors, YunnanProvince’s development lagged behind the eastern and central provinces，that we cannot imagine the poverty status especially in the Yunnan rural areas. Many minoritygroups in poor areas are in a semi-original status, they survive dependent on theweather. The Yunnan government and the public organizations, responding positivelyto the call of the country, implement measures to alleviate poverty and make effortsto alleviate rural poverty. Therefore, we hope to make some contribution to solve thepoverty in rural areas of Yunnan, with a new perspective through the analysis of ruralpoverty in Yunnan status and cause of poverty, for poverty alleviation in YunnanProvince diversification of the main characteristics, combined with the overallgovernance theory. During the rural poor governance process, Yunnan has formed a main body that isgovernment-led poverty alleviation, non-government and enterprises and institutionsinvolved in the diversification. Because of the main body fragmentation for ruralpoverty alleviation, the paper proposed using the holistic governance theory tointegrate pro-poor main body to unity the purpose and unity the action, to formintegral body that government and the community are equally effective in theirrespective roles. Change the traditional and closed ideas of rural poor people, byincreasing the level of education and giving technical training to farmers, promptingthem to establish the idea of self-reliance, and effective use of aid funds out of poverty.Integration of anti-poverty resources, effective planning the use of poverty alleviationfunds in various projects to help the rural poor to great efforts to develop science andeducation, to improve the farmers ’social security system, and increase farmers’income. Enable them to extricate themselves from poverty as soon as possible.
