Since years of the reform and opening up, with the rapid economic development and the continuous improvement of people’s living standards, growing taxi transportation in major cities in China accounted for the proportion of urban passenger transport; the taxi industry has been with rapid development. But taxi industry becomes increasingly fierce in recent years, such as "operational difficulties of taxi driver","Collective strike of taxi drivers","Illegal taxi" and so on, to ensure the interests of the taxi driver and the vast majority of consumers, the Chinese government implemented the increasingly stringent taxi regulation system, and adopted a series of regulatory measures, such as the control of the business model, quantitative controls, price controls. As a result, taxi market regulation is increasingly becoming focus of common concern in academics, government agencies and the public. The research of government regulation of taxi trades is meaningful. First of all, the research can avoid these incidents and is good for the stability of society. Secondly, the research can upgrade the level of public administration and service and make our government get better to handle the challenge of future.In this paper. I discuss the emergence of various problems of Dalian taxi industry through the method of the regulation of economic theory, the public economic theory and the research methods of Industrial Organization, and put forward a series of specific regulation policy options. In China, the development of the taxi industry is closely related to government regulation policy. Government policy has a direct in pact on the taxi industry:there is no any regulation in that industry at the beginning of reform and opening up, and then government encourage the development of taxi industry, but since1995, the regulation on taxi industry turns stringent. It is undeniable that the original intention of government regulation is to maintain the orderly operation of the taxi market; however, recently taxi incidents exposed the problems in regulatory policy. What is the governance structure in taxi industry now? What are the conflict of interest among the main stakeholders in that industry, and whether the reasons of this are related to the current regulatory system? How should we improve the existing regulatory models to promote the orderly functioning of taxi market, which is the question I try to answer. Among these issues, the management of taxi operating right is the core one; this paper will pay more attention to it.This paper first summarize the current situation of the domestic and international regulation of the taxi industry, the theoretical basis of the connotation and classification of government regulation of government regulation and the taxi industry and basic content. Then analyzes the status quo of government regulation of the taxi industry in Dalian City, and the outstanding problems in the regulation of the taxi industry in Dalian City:Insufficient number of taxis, taxi operators difficult, high fuel prices and low overall quality of taxi drivers illegally operating vehicles and so on. And by drawing on the management experience of the city taxi industry at home and abroad, combined with the characteristics of the Dalian City, and make policy recommendations for the government, and will have a certain reference value for government regulation of the taxi industry in Dalian City.Even below suggestion is without practice, but the writer tried his best to make it more available. And he believes that another spring will do to come to Dalian taxi industry by constant effort and research.
