Research Into The Establishment Of Typhoon Disaster Risk Management System

Typhoon disaster is one of the natural disasters which have the higher occurrencefrequency and larger influence scope in the world. Located in the northwest of thePacific Ocean, China has the characteristics of long coastline and vast sea area. Thismakes China become a country fragile to the typhoon disaster in the world. Effectivetyphoon disaster risk management could help the government and relatedorganizations to better deal with the crisis, reduce the economic loss and keep thesocial order. Therefore, it is significant to establish appropriate and effective typhoondisaster risk management system.This dissertation starts from the research into typhoon disaster’s influence on theeconomy. The losses caused by typhoon disaster include direct economic losses andindirect economic losses. And then, this dissertation explores the current condition ofthe typhoon disaster risk management in China and analyzes the factors which affectthe typhoon disaster risk management effect. Meanwhile, by comparing themanagerial experience of typhoon disaster risk management in Caribbean districts,Germany and Japan with that in China, this dissertation makes analyses into thedeficiencies the typhoon disaster risk management in China. Generally, typhoondisaster risk management includes three stages, that is, before the disaster, amid thedisaster and after the disaster. The risk management before the disaster includes theeconomic decision making of the disaster prevention resource allocation as well as thedesign of catastrophe securities and insurance mechanism. The risk management amidthe disaster includes the establishment of typhoon disaster early-warning mechanismand emergency mechanism. The risk management after the disaster includes theeconomic loss evaluation of typhoon disaster as well as the social and economicrecovery and reconstruction. In this dissertation, the8thtyphoon Vicente in2012isselected as the research object, which is analyzed on the basis of previous researches.And then this dissertation explores how to establish the typhoon disaster riskmanagement system according to the logical structure of before-the-disaster,amid-the-disaster and after-the-disaster. After this, some suggestive conclusions andopinions are put forward, which has some practical meanings.
