Chaohu lake basin are always stricken by flood, which has greatly influenced theeconomic development of local area. The measures are taken by the governments inrecent years to lower the possibilities of flood by constructing water facilities and theloss to minimum caused by flood The loss evaluation caused by flood is an importantpart of non-project Measure,which is of great significance in fighting against disaster,providing disaster relief, making anti-flood plans and programming social andeconomic development. The evaluation methods based on GIS and RS are given inthis paper according to the natural geographical characteristics and social economicdevelopment in the Chaohu lake basin. Which can server to anti-flood and thedevelopment of society and ecnomy, and serve the harmonized development of socialeconomic and environment.This paper analyses relationship between economic loss of flood disaster andsocial economic development in Chaohu lake basin, designs collectivity framework offlood disaster loss quick assessment on the GIS and RS technical basis,establishes theflood submerging simulation model,the calculation model of flood loss rate and theflood disaster loss assessment model based on GIS spatial information gridding. Thispaper assesses the flood disaster loss in Poyang lake area from four facts distribution.(1)an economy and land utilization database was established concerning the areaseconomy and land utilization that may be influenced by flood;(2) an evaluationindex and quick simulation method, based on the local flood, geographicalcharacteristic and GIS technology, that could calculate the flooded area were givenand tested by comparing with real situation, which proved its maneuverability;(3) aloss evaluation model was provided according to the local flood characteristic, and arough estimation on the loss caused by flood in2003was conducted and its resultswere compared with the statistic data in2003, which proved the model’s reasonable(4)the evaluation results were analyzed, and the loss degree were ranked according to the results predicted by the system and the countermeasures given. Through assessing,Draw the following conclusion:Flood would influence the Chaolake basin with different degrees. Of thoseWuwei, Lujiang, Hanshan, Hexian, and Hefei would be damaged with highest degree,with Feidong, Feixi and Shucheng secondly, and other areas least; the main losses arein crops agricultural facilities, industry, rural houses and household property. From theflood disaster loss to GDP influence, Chaohu and Heifei would be lightly disaster;Feidong, Feixi,Shucheng as the heavy disaster area; Lujiang and Hexian greatly;Wuwei and Hanshan extremely. Look from whole, the southeast of the Chahu lakebasin compared to northwest of heavy disaster.The study showed it was reasonable and feasible to construct a model andevaluation system based on GIS to predict the flooded area and the losses. And it ismeaningful to flood control planning, the economic development, soil utilization andrestoration followed the flood disaster, checking the situation of the disaster,and bemore used in the emergency rescuing disaster, flood disaster insurancecompensation,and f lood control engineering benefit assessment....
