In our country, Land area is expansion, nature condition is complex, and flood disaster is frequently happen, Flood disaster is one of the important restricted reasons to the social economic sustained development in our country The loss assessment of flood disaster may be used to provide the decision-making base for flood prevention, fighting drought, rushing to deal with emergency, curing disaster. And it also be used to check the data of disaster statue, scientifically supervise cure disaster, and evaluate the benefit produced by the behavior of flood prevention and decrease disaster, flood control engineering, and none-engineering measure. The study target of this paper is to more explore the technology and method of flood and waterlogging disaster loss assessment based on the RS and GIS technics, and make it progress toward the practicability.Through analysising the mechanism and attribute character of flood disaster, The postulate of flood disaster loss assessment is expressed based on the RS and GIS technics. The methods of flood submerging area based on the different remote sensing data and the calculation method of flood information spatial distribution based on the model of GIS and hydraulic are introduced. On these basises, the method of flood submerging analysis based on GIS gridding model is farther introduced. These methods can provide flood spatial distribute character information for flood disaster loss assessment model. Through studying social-economic data spatial distribution technologies, the technology and method of social-economic data spatial distribution is summarized. According the conception of flood disaster loss rate, The calculation model of flood loss rate is studied and established, and can be transferred. The flood disaster loss assessment model based on spatial information gridding is established, because the spatial distribution information of social-economic, flood character and flood disaster loss have the same GIS platform, flood disaster loss assessment. The exactly assessment to flood disaster loss can be realized. The feasibility and reliability of flood disaster loss assessment model are validated by the application of 2003 's Huaihe flood disaster remote sensing monitoring analysis and loss assessment using involved disaster status statistic data.The results shows that the thechnic and method of flood disaster loss assessment model established is applicable and reliable, and it can be used in the application of flood control and command, emergency, curing disaster, checking the data of disaster statue, flood control engineering benefit assessment, and flood disaster nsurance compensate.
