Nantong is a city of coal as the main energy, Main indicators of air pollution are sulfur dioxide, nitrogen dioxide, respirable particulate matter and dust. In recent years, Nantong issued in accordance with the emission reduction targets from Provincial Enviromental Protection Department, take measures actively, through project reduction and structural reduction, effective in reducing sulfur dioxide emissions, completed the task of reducing emissions over four consecutive years. As the city continued to cut sulfur dioxide emissions, the city’s air quality improved steadily year after year, compared with2006, good days of the city increased by8days, Increased the percentage of2.19%,major pollutants concentration of sulfur dioxide, nitrogen dioxide decreased by18.4%,25.6%.This paper introduces the development process of domestic and international air pollution control, progress in total control at home and abroad, expounds the concept and type of total control, total control advantages relative to the concentration control, clear the content of this research and technology roadmap.Then according to the basic natural and economic profiles of Nantong, based on the investigation of air pollution, air pollution data collection, status of air quality data collection, meteorological data collection and analysis, fully understand the status of air quality in Nantong City; systematic analysis of Nantong energy structure, comprehensive analysis sulfur dioxide concentration distribution law of space and time; make sulfur dioxide as air pollution factor, use AP value calculation method, calculate the environmental capacityAccording to statistical analysis of census data sources、 ndustrial enterprises in Nantong energy consumption is based on coal, accounting for74.9%;life energy consumption is to the main gas and liquefied petroleum gas. Nantong coal consumption accounted for the larger industries are:thermoelectric thermal power industry, ferrous metal smelting and rolling processing industry, plastic industry, Educational and Sports Goods and crafts and other manufacturing (smaller value of the back of the two industries).2007, Nantong City, a total of103,660tons of sulfur dioxide emissions, which accounted for96.81percent of industrial sources. Sulfur dioxide, is mainly from fuel combustion flue gas,emissions from industrial sources accounted for99.1%of total emissions. Situation from a regional distribution, urban areas are the highest sulfur dioxide emissions, accounting for74.5%of the city.2009, Nantong City of sulfur dioxide daily average value is0.024mg/m, Situation from a regional distribution, Tongzhou District, Haimen are relatively high concentration of sulfur dioxide. From the trend analysis on concentration of view, Nantong City in winter and spring, concentrations of sulfur dioxide are higher. In summer and autumn, concentrations of sulfur dioxide are relatively low. Concentration from the five-year trend analysis, Nantong City the past three years showed a declining trend in sulfur dioxide. Through A value calculated by using method, Nantong city’s environmental capacity is195,400tons of sulfur dioxide, urban areas was5.89million tons.The thesis Calculates the sulfur dioxide emissions of Nantong in2010according to2009census data, analysis deeply the amount of sulfur dioxide emissions and the potential emission reduction of Nantong during "Twelfth Five-Year" period.With the overall planning and economic development planning of Nantong City, estimating emissions of sulfur dioxide during "Twelfth Five-Year" period, by2015sulfur dioxide emissions are about71,053tons in Nantong city, compared to201071,391tons decreased by0.5%.Finally, Nantong Municipal Environmental Protection "Twelfth Five-Year" plan as a guide,raised the total sulfur dioxide control measures, for the effective control of sulfur dioxide pollution, fundamental improvements in sulfur dioxide pollution in Nantong City, provide reliable technical support.
