In recent years, our country have taken total amount control of major pollutants as sulphur dioxide and chemical oxygen demand total amount control, which would gradually reduce the total emissions, and to control further emissions, to protect and improve the environment, the approach has made improvments. However, due to rapid economic development, the growing number of pollution sources and the limited capacity of the environment, environmental issues are still very serious. The 16th National Party will advance the entire Fifth Tianjin Binhai New Area and other areas with better conditions of the development and opening-up, promote regional economic development written into the country, "11th Five-Year Plan" indicates that the Binhai New Area is into the national overall development strategy layout. Binhai New Area usher in a major historical opportunity for development, the Binhai New Area is located in the central area of the Tanggu District which is facing an unprecedented opportunity for development, is also facing severe environmental challenges and practical management difficulties, during the "10th Five-Year Plan", the Tanggu District of major pollutants That is, sulfur dioxide and chemical oxygen demand of the overall emissions are undulating, there are a lot of problems existing in both the atmosphere or water environment.Based on the Tanggu District from 2001 to 2006 nearly six years of sulfur dioxide and chemical oxygen demand emissions data, and to reflect the state of the environment and sulfur dioxide, chemical oxygen demand total amount control of a comprehensive analysis of the status quo , The Tanggu District of geographical, meteorological and other natural factors and socio-economic development and other factors, study Tanggu District total control of the status quo and the existing environmental problems, forecast the Tanggu District, "11th Five-Year Plan" total emission of sulfur dioxide and chemical oxygen demand. The following preliminary conclusions and recommendations are drown:(1) Tanggu District of Tianjin is the core of the region of Binhai New Area, with rapid development of population, rapid economic growth, which now has been formed, including the development zone, bonded zone, the Industrial Area along the harbor, marine high-tech development zone of the multi-purpose, multi-level and high level And all-round opening up pattern. Tanggu District was particularly admitted into the "11th Five-Year" Development Plan, as the Binhai New Area's rapid economic growth, high consumption of energy coal and rapid population growth, as well as sulphur dioxide and chemical oxygen demand will increase the total emissions of Tanggu District, to become the direct constraints of economic and social development, in order to achieve the goals of early completion of modernization and economic center of the northern port city, and take the road of sustainable development, sulfur dioxide and chemical oxygen demand total control measures must be taken, reduce the total emissions of Sulphur dioxide and chemical oxygen demand, for the total release of regional economic development indicators.(2) The main factor that affects the air quality of Tanggu District is sulphur dioxide emitted by coal-fired boilers and power plant boiler production in winter, and the pollution showed a increasing trend. During "10th Five-Year Plan" and "11th Five-Year Plan" period, coal-burning pollution is still the basic characteristics of air pollution in Tanggu district. Forecast shows for the Tanggu District in 2010, sulphur dioxide emissions will reach 21,190 tons, compared to control emissions of more than 04,900 tons, and which differentiate from the control objectives given by the country.(3) Through desulfurization treatment for the key sources of pollution coal-fired boilers, which can effectively reduce the Tanggu District Environmental concentrations of sulphur dioxide in the air. Therefore, the total amount control of sulphur dioxide and speeding up the desulfurization coal-fired boiler are effective measures to improve governance and air quality control in the Tanggu District.(4) The fundamental reason that affected the quality of the water environment of Tanggu district is the Tanggu District special geographical location which locates in the lower reaches of the Haihe River and the rapid population increase brought by rapid economic development. From 2001 to 2006, the overall trend of COD emissions are undulating is Tanggu District. By 2010, emissions from Tanggu District of chemical oxygen demand is expected to be total 25,940 tons, which is14,900 tons more than the control objectives (11,030 tons). It is necessary to intensify efforts to implement control measures of the total chemical oxygen demand, accelerating the implementation of the urban sewage treatment plant construction is the effective measures of the continuous improvement of water quality in Tanggu District.(5) With the focus area of sewage units signed "" 11th Five-Year Plan "major pollutants responsibility of the total reduction targets," the responsibility is distributated to the specific objectives of decomposition units. 30 units, through the SO2 reduction projects, will reduce the emission of 06,100 t, to reach the 2010 target control requirements. 34 units, in the implementation of COD reduction projects, are to reduce the COD discharge by 14,200 t, basically completed the "11th Five-Year Plan" task to reduce total major pollutants.In conclusion, with the improvement of infrastructure construction and constantly improving the focus on continuing to strengthen the supervision and management of coal-fired boiler in Tanggu District, "11th Five-Year Plan" of sulfur dioxide and chemical oxygen demand reduction will be completed on schedule, then sustainable development of Environmental protection is to achieve.
