Establishment Of Town Sustainability Evaluation Index System

Rapid industrialization and urbanization, and the long-standing emphasis on the economy development, have brought a series of sustainable development issues. Town sustainable development has become a key node of the national socio-economic sustainable development. Scientific and reasonable quantitative evaluation of town sustainability could provide the foundation of current situation and formulate strategies for town sustainable development. Through the literature reading and field researching, this article has established a new town sustainability evaluation index system named "objective data-happiness index". Based on our index system and Nanning sustainable evaluation index system established by Zong jizhang, the sustainability of Luojiang County, Sichuan Province was evaluated. The main conclusions of the research are as follows:(1) The assessment score of "objective data-happiness index" new index system is80.86, showing that Luojiang is sustainable. Analysis of weight coefficients and sustainability of four objective second-level indices and five happiness index second-level indices shows that:Luojiang has good sustainability of six second-level indices such as people’s livelihood and welfare, spiritual life, ecological environment, living environment, the level of economic and personal development. However, some second-level indices, such as government services, living resources and social security, greatly affect the sustainability of Luojiang. Based in-depth analysis and comparison of objective and happiness index third-level indices, there are sixteen third-level short board indices that pulled down the sustainability of the second-level indices. Income, the government in power, livelihood issues (health, culture, education, social security), public facilities and other content needs to be upgraded and improved;(2)Result from the index system established by Zong jizhang also supported our findings, which confirmed the accuracy of the new index system."Objective data-happiness index" new index system brought the subjective feelings of the local residents into the evaluation object with the introduction of "happiness index". Beside researchers, reports got from our new system is also useful for local government and residents, because the index weight coefficient was determined by expert scoring method (Delphi) and questionnaire method. Compared with index systems such as the index system established by Zong jizhang, these innovative approaches can increase policy relevance, improve resident participation and highlight the educational and practical significance. The new index system can provide policy recommendations to enhance the sustainability of Luojiang, and also can be used as a powerful tool to promote urban sustainable development;(3) Based on the results, this paper has proposed strategies and suggestions to enhance the sustainability of Luojiang through promoting of sustainable industrial, innovating social management, and speeding up the integration of urban and rural.
