Discussion On Improving The Eiffciency Of The System For Urban Centralized Sewage Treatment

Since the system of concentrated treatment of urban sewage has been established in the Law of the People’s Republic of China on Prevention and Control of Water Pollution of1996,compared with distributed treatment of urban sewage,the situation of urban water pollution is effectively improved.But for a long time, the nature of municipal sewage treatment plant is institution,and it is operated by government Administrative monopoly and the integration of government administration with enterprise government department’s running lead to the problem of inefficient sewage treatment and Shortage of funds,which affects the function of the system of concentrated treatment of urban sewage.The system of concentrated treatment of urban sewage should be improved.In fact,many western countries have faced the same severe test,but their awareness and reform of the problem are much earlier. As early as the seventies and eighties of the20th century,Britain and other countries have launched market-oriented reforms of the field of sewage treatment,and introduced competition in the market mechanism with multiple investors,expanding the sources of funding,improveing the efficiency of the sewage treatment,and improving urban water quality.Learning from experience in sewage treatment in the international market-oriented reforms,and combined with the actual situation of China’s urban sewage treatment industry,many parts of our country have also begun to lead market competition mechanism into the field of urban centralized sewage treatment.Through the analysis of applicability of the system of concentrated treatment of urban sewage, the author thinks that it is a good way.However, market-oriented reforms of China’s sewage treatment started soon,and it has dangerous resurgence of nationalization, which needs to be corrected.Based on the two urban sewage centralized way in a practice run,and making weifang as an example,the author propose somer measures to the construction and perfection of urban centralized sewage treatment system.The artical is divided into four parts.The first part introduces the establishment, development and superiority of he system of concentrated treatment of urban sewage.The system of concentrated treatment of urban sewage is better than distributed treatment of urban sewage,and it experiences two historical stages of development,which is urban sewage centralized treatment of public institution and market-oriented centralized treatment.The second part examines the effect of concentrated treatment of urban sewage by public institution in the practice run.In a certain period of time,the model speeds up the construction of sewage treatment facilities, and improves the sewage treatment capacity.But at last it affects the function of the system of concentrated treatment of urban sewage.By drawing on the experience of the mature countries,the part concludes that the the fundamental reason is the lack of the market competition mechanism.The third part of the article focus on the applicability of market-oriented centralized treatment of urban sewage in our country.On the basis of definition of urban centralized sewage treatment operation of the market and its requirements,and combined with the practical situation of China’s market-oriented reforms,the part analysises the applicability of market-oriented centralized treatment of urban sewage.Nowadays, however, becuause the utilities implementation of market-oriented reforms are just started, it is not perfect,and there is partial nationalization resurgence.In-depth analysis, there is no problem in market-oriented reforms, and the crux of the reform process is that management methods and means is imperfect.This needs to be corrected.The fourth part discusses the case of concentrated treatment of urban sewage in weifang,and making the prevention and treatment of urban water pollution and conservation of water resources in cities as a starting point,the artical proposes measures to improve the building of concentrated treatment of urban sewage system,including sewage treatment fees,reclaimed water reuse,sewage treatment market entry and exit,government regulation and so on.
