As a country facing shortages of water resources as well as water pollution caused by industrial development in recent years, China is now facing an urgent need in water pollution control. Therefore, the Chinese government has made it a requirement in its Eleventh Five-Year Plan that total pollutant emission should be taken under control, among which the total emission control of major water pollution has become a major shift in environmental management system. The shift from water concentration control to total control have thus become an important measurement in the realization of reducing major water pollution emission and total emission control, which makes environmental monitoring an essential part in the total calculation. However, the traditional total accounting method cannot fully cover the total amount of pollutants. With the progress of technology and environmental monitoring methods, the automatic monitoring system has become a new way of total emission control at current stage. This disssertation focuses on the current status and trends of Dalian’s goal of total pollutant emission control based on the study of automatic water quality monitoring system in water treatment plants.The paper comprehensively describes the principle of automatic water quality monitoring system as well as its composition, terminal situation analysis, transmission, information platform, etc. Furthermore, by fully participating in the operation and maintenance of the automatic water quality monitoring system at major pollution resources in Dalian, the author has collected its overall information and data. Conclusions are as following:1. The author compared influent and effluent water samples from sewage treatment plants using different automatic monitoring equipment (automatic online monitoring and laboratory manual testing), and analyzed experimental results according to statistical principles. The author concluded that automatic major pollution water quality monitoring system is reliable and can be usedin supervision and management.2. Dalian water pollution daily variation shows that in general, the regular pattern of ammonia is obvious. And because COD level get affected by many factors, COD concentration shows no clear pattern. 3. Monthly variation of water quality, especially the various sources of organic matter changes have certain seasonal pattern. The overall trend followed a form of two high edges and a low middle. Higher COD concentration appeared in winter and lower ones appeared in summer.Data sources from Automatic Monitoring System can be used in many fields. In order to ensure the validity, it requires not only the effectiveness and stability of the device, but also the highly practical operation and maintenance requirements. In addition, the author proposes some suggestions for the future work, so that automatic monitoring can serve better for the environmental management services.
