Faced with serious problems of water shortage and water quality in China’s northern citylakes, the total control implement played an important role in the maintaince of healthy waterenvironment and sustainable development of the lake basin. On the guarantee of well lakewater environment, rational allocation of water resources was essential for sustainablesocio-economic development of the lake basin.Total pollutants control, mainly considering the allocation of pollutants under principlesof fairness, efficiency and feasibility, was an important measure for water resources protection.Socio-economic sustainable development research had three main means: simulation,optimization, and a combination of the two methods. Based on systematic investigation ofLake Basin’s socio-economic and water environment, the main water pollutants wereestablished. With watershed water environment capacity as object of total pollutant control,the optimization method on pollutant control and socio-economic development was proposed.The watershed total pollutant control scenario and the coordinative socio-economicdevelopment scheme of the basin mode was put forward. The main result was below:Firstly, the paper set up six technical methodologies of socio-economic investigation,pollutants total control, indicators setting in different development situation in the planningyears, optimization study on socio-economic development, preference evaluation of differentscenarioes and systematic measures treatment. Based on these methods, the basin’ssocio-economic and environmental development mode was studied.Secondly, taking Dongchang Lake Basin in Shandong Province as an example, with thewater indicators as key constrain, the society-economy-environment coordination fuzzychance constrained multi-objective programming model was established to maximize thebenefits of the society, economy and ecological environment.Thirdly, three different development scenarios (ie, resources and environmentconstrained scheme, socio-economic development constrained scheme and coordinationdevelopment scheme) were set based on inertia scenario and the planned scheme with the fuzzy weights of objective function and the chance constrained analysis of sewage scale. Andthe fuzzy chance constrained multi-objective programming was established and the optimizedschemes were proposed in the future planning years.Finally, combined with data evaluation analysis and economic evaluation ofeffectiveness of different programs, the suitable socio-economic development scheme andcounter-measures of pollutants control were put up. Under the variation conditions, theoptimizing results would provide references for socio-economic development and the bestscheme and adjustment direction of watershed industrial structure were suggested.
