The post project evaluation System,which first emerged in America in the1930s, didn’t come into being in a form of a complete and full administrative evaluation system until in the1970s.Over the decades China has witnessed great social progress, which has, otherwise,ended up the worsening environmental pollution. Water pollution is a case in point. There are also loopholes in terms of proper handling of manpower, material resources and financial resources in China’s attempts to fight against water pollution.Consequently, it is critical to undertake the sewage treatment post project evaluation through which it is expected to achieve the goal of exposing the existing problems, investigating the causes, learning from the past mistakes, improving the capability of designing the future project and investment performance.The sewage treatment project is categorized as public works, featuring the public benefit. For this very reason, priorities should be given to the evaluation on the environmental benefit rather than the economic benefit and social benefit in the sewage treatment post project evaluation.This paper, on the basis of collection of and research on documents from home and abroad and an analysis and comparison of the index system on corresponding economic benefit post project evaluation of the H hospital sewage disposal in Yueyang, Hunan, China, starts with a full and detailed discussion of economic benefit of the project. The paper proceeds to highlight on the analysis and contrast of the actual statistic data and predictive index of pre-project building,in-project building and post-project building and evaluates the effects this project produced. Finally, a detailed description of the social benefit brought about by the project is offered.The positive results achieved evident in the paper are as follows: Firstly, establish a set of quantified evaluation system in terms of environmental benefit evaluation, making an evaluation of water, air, noise, respectively. Secondly, distinguish different index using different weight, with which the impact of the index on the environmental benefit is judged. Lastly, put forward the evaluating and calculating method by applying the method to evaluate the good or the bad of the environmental benefit. |
