Post-evaluation System Of Sewage Treatment PPP Project Optimization And Application Research

With the development of all walks of life and various projects,cities not only bring people a better life,but also bring a lot of troubles to urban environmental management and management.Water pollution prevention and control is an important issue in urban environmental governance.How to successfully land sewage treatment projects and efficient and low-cost operation has become the focus of industry and academia.The necessity of water pollution prevention and control is self-evident,and sewage treatment,as the most effective means,plays an important role in urban construction and development.In the process of project investment and construction,how to successfully land sewage treatment projects and operate efficiently and cost-effectively has become the focus of attention of the industry and academia.In reality,constrained by the government’s financial capacity,sewage treatment projects involving public interests are generally difficult to invest in,and diversified investment models to attract social capital to participate in public interest projects have emerged,especially the PPP investment model has been adopted by more and more construction projects,but the operational effect is uneven.This paper discusses the basic theory of PPP model in depth,combines the principles and contents of the project post-evaluation,starts from the whole life cycle of the project,integrates the characteristics of the sewage treatment project,and carries out a comprehensive evaluation on the sewage treatment project from the aspects of planning,construction,operation,environment and social benefits,in order to achieve better project management results.This paper adopts the survey method,comprehensively considers the index system,identifies 12 corresponding evaluation indicators through four dimensions,and thus refines 26 secondary indicators.After in-depth research,we optimize the evaluation model of urban construction sewage treatment projects under the PPP model.Through literature search and field visits,we selected the indicators that needed to be evaluated,ranked the importance of each indicator using the index order relationship,and then scored the weight of each indicator.By unifying the evaluation criteria,qualitative indicators could be quantified.Through the application of the model,we scored and analyzed the wastewater treatment plant of Taiyuan M.Based on the established evaluation system,this paper conducted a case study on the post-evaluation of Taiyuan M sewage treatment plant,and analyzed it from different levels,and finally obtained a higher comprehensive evaluation result.The result showed that the project scored higher in various objectives,providing strong support for the project implementation and the continued operation of subsequent projects.The research results show that: the market research is not deep enough in the early stage of the project,and the capital budget is insufficient,leading to a large fund gap in the construction period,and the implementation is difficult;After the project is put into operation,the external environment changes bring great influence of uncontrollable factors,resulting in enterprise shutdown and other problems;The project yield is low,and even losses often occur.It provides some reference for the subsequent sewage project PPP model selection and investment risk control.By describing and optimizing the current status of the post-evaluation method adopted at present,representative indicators are used to point out the blocked points and difficulties in the whole process of the project.To a certain extent,problems that may occur in the decision-making and management process of the project under the PPP model can be found as early as possible,and then the efficiency and quality of the project can be improved.Realize the comprehensive benefits of sustainable development of PPP projects,make better use of social capital,and solve the financing problems for urban construction projects such as sewage treatment;On the other hand,it can make better use of the PPP financing model to provide services for investment decisions.By summarizing and improving the project experience,information sharing can be achieved to truly promote the healthy development of the sewage treatment industry and create a truly livable environment.
