| Recently, the increasingly serious environmental pollution caused by emissions of greenhouse gases, which makes the government had to adopt policies and measures to control pollutant emissions and to strengthen environmental protection. As for the production firm, the common control policy that used by most of the countries are the regular control policy, such as Kyoto Protocol. These countries set different specific emissions limits to limit the emission in the production process. The Atmospheric Pollutant Emission Standards that promulgated by our government is also this kind of policy. Under the regular pollution control policy, the firms are ask to follow the defined emission limit, this has a negative effect on the production flexibility. And there will be additional stock that will cause negative effect on not only the production but also the environment.In this paper, we study the influence on production plan and inventory control caused by different environment control policy. And we prove that there will be environmental safety stock in multi-period and multi-stage production system under regular pollution control. To optimal this kind of stock, we propose a function. We also conduct numerical experiments to analyze the effects of different parameters under different control approaches.To prove the environmental safety stock, we build up the model under no environment control and regular environment control. Through the comparison of this two models, we conduct our conclusion.We also propose the function to optimal the environmental safety stock. The function is to implement voluntary control policy. As the traditional thinking, when the firm has the authority to decide the emission, there will be big environmental problem. But in this paper, we can prove that if we set the reasonable emission tax, the emission cause by voluntary control policy will be much more lower than that caused by regular control policy. |
