| Human society can’t survive and develop without a good ecological environment. The eighteenth National Congress of the Communist Party of China proposes "five in one" pattern in the construction of Chinese characteristic socialism. It proposes specific objectives and tasks in building a socialist ecological civilization. With the development of modern civilization, China’s economic development has made great achievements. But the "high pollution, high input, low output" extensive economic also brought many ecological problems. In order to protect the ecological environment, all regions have implemented ecological compensation mechanism. It is an environmental economic policy with the function of economic excitation and the principle of "the polluter-pays "and "beneficiaries pay and destroyer pays". It has a great significance to accelerate the construction of ecological civilization and the harmonious sustainable development man and nature.Xin’an River rises from Huangshan and straddles Zhejiang province and Anhui province. Its high-quality water is guarantee of Yangtze River Delta region in implementation strategies for sustainable use of water resources.In order to protect the ecological environment of Xin’an River, ecological compensation mechanism of Xin’an River carried out officially in2011.It is the first river basin ecological compensation mechanism across two provinces and has its specific significance. After implement, it has brought a welcome change in economic development and ecological environment. But the mechanism has many parts to be improved, we need make targeted improvement mechanism to make it play a better role. This article aims to analyze the actual results of current ecological compensation mechanism of Xin’an River basin and propose targeted optimization recommendations on the basis of the existing problems.After the introduction of ecological compensation research status of home and abroad, the paper first elaborates ecological compensation mechanism of Xin’an River basin in detail includes overview of Xin’an River, related stakeholders, estimation of compensation standards, sources and distribution of compensation funds and status of implementation. Moreover, the paper introduces the status of implementation of the local ecological compensation mechanism of Xiuning as an example, including addition of the compensation fund, fast ecological environment construction and upgrade of regional industrialization.In order to find out the mechanism’s affection scientifically, the article analyses the affection via qualitative and quantitative analysis. Qualitative analysis is mainly based on contradistinction of yearly relevant indicators. It aims to grasp the changes of indicators after the mechanism being established. The article uses principal component analysis mainly in quantitative analysis. It chooses13indicators of ecological compensation benefits and builds principal component analysis model to analyze yearly data via SPSS. Finally, we sort the score of each year’s comprehensive benefits and come into conclusion that comprehensive benefits of Xin’an River is better than before after the establishment of ecological compensation mechanism. Simultaneously, the score gap is little among each year, it illustrates that the affection of ecological compensation mechanism of Xin’an River basin is obvious and has room for improvement.In connection with the obvious affection of ecological compensation mechanism of Xin’an River basin, the article states the reason concerned system design, social participation and expenditure. In the end, the article makes recommendations to improve the ecological compensation mechanism against these reasons. We hope to optimize the mechanism via refining regulations, encouraging government involvement, intensifying funding, developing a variety of compensation, Persisting a overall sustainable development strategy, raising groups’ interest of participation and expand the outreach. Further optimization makes the mechanism play a more significant affection and positive impact in the actual operation. |
