Study On The Legal Countermeasures Of Ecological Protection Of "Two Rivers And One Water" Basin In Gansu Province

The "two rivers and one water" basin is an important ecological security barrier in the upper reaches of the Yangtze River.Its topography and geomorphology are unique and the climate conditions are complex.The forest,grassland and wetland are important water conservation areas in the area.At the same time,the basin is located at the junction point of the Silk Road Economic Belt and the Yangtze River economic belt,with obvious geographical advantages.Promoting the ecological protection of the river basin and improving the level of ecosystem services are very important for ensuring regional ecological security and building a beautiful China.This paper focuses on the ecological protection of "two rivers and one water" basin.First,the present situation of the ecological environment in the basin is systematically described.It points out a series of problems,such as the fragility of the natural ecosystem,the lack of pollution prevention and control,the contradiction between development and protection,and a clear understanding of the current overall ecological environment of the river basin.Then from the current fragile ecological environment,the current model of watershed management,the effectiveness of soil erosion and pollution control,and the implementation of the ecological compensation mechanism for public welfare forests,the causes of the ecological environment problems are analyzed in the four aspects.Moreover,two typical cases of domestic watershed management in the Shiyang River Basin comprehensive treatment project and the ecological compensation of the Xin’An river river basin are studied and analyzed from three aspects of their existing problems,the thought of governance and the effect of governance,and the beneficial experience for the ecological protection of the river basin is obtained.According to the analysis of the problems existing in the ecological environment in the basin,the causes of the formation and the experience of domestic mature governance,the Countermeasures of the rule of law in accordance with the actual situation of ecological protection in this basin are finally obtained.First,starting with the construction of the environmental security pattern of the basin and combining the actual situation of the basin,the ecological functional area is rationally delimited,and the different functional positioning of the three major regions of the management area,the rational optimization area and the industrial development zone are clearly restored,and the restoration and management work is carried out rationally in the light of local conditions.Second,the treatment of water and soil erosion in the basin and the improvement of water environment condition are the two important grippers for the ecological environment control.One by one,the relevant governance measures are implemented,the management mechanism of the river basin is perfected,the sustainable development of the economy and society is realized,and the regional ecological environment is ensured.Third from the five aspects of comprehensive management mechanism,ecological compensation mechanism,financial support mechanism,law enforcement linkage mechanism and accountability mechanism,the ecological protection work plan of river basin is formulated in all directions to promote the orderly promotion of ecological protection work in the basin.
