Kuznets curve and the curve describe the relationshipbetween economic development and disparity which proposed by the Americaneconomist Simon Kuznets Smith has proposed a similar form.Following the American economist who comes from Princeton UniversityGrossman and Krueger proposed environmental Kuznets curve, A lot of domesticand foreign scholars expanded research on this issue. Initially limited byunderstanding of environmental damage and the availability of data,foreign scholarsfocused on air pollutants, in recent years, people gradually realize the seriousness ofthe damage to the atmosphere caused by carbon dioxide and the harmless to people,many scholars research perspective has shifted the relationship between carbondioxide and economic development,and chose carbon dioxide emissions asindicators of the degree of environmental damage, and proposed carbon emissionsKuznets curve. Most foreign scholars research on Environmental Kuznets Curve usemulti-use cross-country data, then China, as a developing country with Chinese characteristics, whether have the characteristic of the Kuznets curve between theenvironment and economic growth or not, this article will the issues were discussed.Back in the "May Storm" campaign began, the people of Europe have began toconcern on environmental, so far, it have been half a century, in the50year historyof exploring the way, now EU basically have almost advanced, completedlow-carbon economy framework. Whether in terms of the rule of law, policy oraspects of people’s thinking and understanding, EU has beyond other countries. Theefforts and contributions EU has made in the international environmentalconferences and international carbon emission reduction must be the champion, nomatter compared with China or the other countries. So, this paper chose the EU as acomparison, China as a representative of developing country, the EU as arepresentative of the Western developed economies, what difference between Chinaand EU in carbon emissions Kuznets curve, what factors caused them different, andWhat measures against the status quo China should be taken, this article willcommence in this study. This is not only the extension of carbon emissions Kuznetscurve theory,but it is important for China’s policy proposals.It has more practicalsignificance for the development of China’s low-carbon economy.This paper used time series, co-integration method to establish the errorcorrection model, inspect China and the EU carbon emissions Kuznets curve shapefrom the whole countries. And split the influencing factors, use the chart comparisonmethod compare the difference between the two parts and found the causes. Finally,Make recommendations China against the Above-mentioned problems from variousaspects.
